Job Description and Duties

This position is limited term 12 months; may be extended up to 24 months or become permanent. 

Under the general direction of the designated SCDD manager, the Grants and Special Projects Analyst independently performs the more complex analytical work necessary to develop, implement, administer, monitor, and evaluate the project. The incumbent serves as SCDD's primary project contact and coordinates the competitive solicitation, grant or contract administration, deliverable and invoice review, technical assistance, performance monitoring, reporting, and closeout activities. The incumbent also provides analytical and project support for other SCDD funding activities, administrative processes, and statewide initiatives as assigned. The incumbent works with SCDD management and administrative staff, the selected grantee or contractor, project partners, families, and other interested parties to support successful and accountable project implementation. Travel, including occasional overnight travel, may be required to perform these duties and responsibilities.

Working Conditions

  • This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager.
  • This position may require occasional work during evenings and/or weekends and travel throughout California, including overnight stays.
  • Personal Leave Program: Effective July 1, 2025, state employees are subject to temporary salary reductions ranging from 2% to 4.62% in exchange for Personal Leave Program (PLP) hours. Please note that the salary ranges listed in this Job Control may not reflect these reductions associated with the 2025 Personal Leave Program. The State Council on Developmental Disabilities (SCDD) is an independent state agency mandated by federal and state law to pursue systemic change, capacity-building, and advocacy to promote a person-centered consumer and family-based system of services and supports for individuals with intellectual/developmental disabilities (I/DD) and/or crossed disabilities. The goal of the federal law is to enable individuals with I/DD (self-advocates) to maximize their self-determination, independence, productivity, and community integration and inclusion. The State Council (Council) consists of 31 voting individual, family, and agency members, all of whom are appointed by the Governor.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated experience with grant administration, including activities such as drafting and/or editing Requests for Proposals (RFPs), reviewing grant applications, communicating with grantees, providing technical assistance and guidance, and tracking and reviewing invoices.
  • Strong data collection, analysis, and evaluation skills including experience tracking program activities and outcomes, identifying trends and emerging issues, and developing data-informed recommendations.
  • Demonstrated ability to write and/or prepare clear, comprehensive, programmatic reports or summaries for internal and external stakeholders including colleagues, agency leadership, and state/ federal funders.
  • Ability to develop and maintain effective working relationships with internal and external stakeholders, while also interacting effectively with the public and departmental personnel at all levels.
  • Strong written, verbal, and organizational skills including the ability manage priorities, meet deadlines, present information clearly to diverse audiences including colleagues, public agencies, other external stakeholders, and the public.
  • Knowledge of or experience working with individuals with intellectual and developmental disabilities (I/DD) and their families, including familiarity with systems, services, or advocacy issues impacting the disability community.
  • Experience working with Microsoft Suite, Adobe Acrobat/Express, Zoom, and other related software programs.
  • Familiarity with Project Management Tools: Experience working with project management tools (e.g., Trello, Microsoft Planner, etc.) to effectively organize tasks, track progress, and collaborate with team members.
  • Ability to work under pressure, exercise sound judgment, maintain confidentiality, and manage multiple priorities in a fast-paced or high-stakes environment.
Preferred, but not required:
  • Knowledge of or experience working within the special education system, including familiarity with the Individuals with Disabilities Education Act (IDEA), Individualized Education Programs (IEPs), parent and student rights, dispute resolution processes, and federal and California special education requirements
