Job Description and Duties

Under general direction of the Information Technology Manager (ITM) II, Enterprise Portfolio Management Office (ePMO) Chief, the ITM I oversees the Portfolio Management & Governance Office (PMGO), strengthening portfolio governance enterprise IT Project Portfolio governance across CDPH’s IT initiatives, ensuring projects are consistently governed, strategically aligned, well planned, and effectively executed.

The PMGO Chief leads governance practices for planning, initiation, execution, and oversight of CDPH IT projects, ensuring alignment with program goals and enterprise priorities. This role also ensures IT investments remain tightly aligned with CDPH program needs and mission outcomes.

The incumbent provides governance leadership for CDPH’s highest visibility and highest impact IT projects, ensuring adherence to the State Contracting Manual (SCM) administered by the California Department of General Services (DGS) and to the Statewide Information Management Manual 19 (SIMM 19), including the Project Approval Lifecycle (PAL) and Project Delivery Lifecycle (PDL) requirements governed by the California Department of Technology (CDT). The PMGO Chief drives the continuous improvement of enterprise IT Project Portfolio governance processes, promotes standardization of project and portfolio management methodologies, and advances CDPH’s overall project and portfolio management maturity.

The PMGO Chief partners with ePMO leadership to support enterprise IT Project Portfolio planning, PAL/PDL compliance, contract and vendor management, legislative bill analysis, Budget Change Proposal (BCP) reviews, risk management activities, and statewide governance coordination. This position is also responsible for leveraging AI enabled capabilities including generative AI, machine learning, automation, and analytics to streamline the IT Project Portfolio governance lifecycle, enhance operational efficiency, and identify opportunities to optimize business processes.

The ITM I performs duties within the Business Technology Management and Information Technology Project Management domains.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Working Conditions

Telework Information:

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Statement of Qualifications (SOQ) Instructions:

A completed Statement of Qualifications (SOQ) must be submitted in order to be considered for this position.   1. Building and maturing the portfolio management discipline. CDPH's IT portfolio management function is at an early, developing stage. Describe your experience establishing or maturing an IT project portfolio management function that was in a nascent, ad hoc, or undeveloped state. What was the maturity level when you started, what frameworks, standardized methodologies, or governance processes did you introduce, and how did you drive adoption and overcome resistance to sustain these practices? Include how you measured the improvement in portfolio governance maturity over time.
  2. Internal- and external-facing communication. This position is both internal- and external-facing and requires strong communication skills. Describe your experience communicating complex IT portfolio or governance information to two distinct audiences: (a) external control and oversight bodies or executive stakeholders (e.g., California Department of Technology, Department of General Services, legislative or budget stakeholders), and (b) internal program leaders, project teams, and executives who may have competing priorities. How did you tailor your message to each audience, build buy-in, and secure cooperation, and what were the outcomes?
  3. Governance framework and lifecycle compliance. Summarize your experience applying structured project approval and delivery frameworks whether California's PAL/PDL and SIMM 19, or comparable gated methodologies, governance boards, or formal lifecycle compliance processes in another organization. How did you ensure consistent adherence across a portfolio of high-visibility projects?
  4. Metrics, reporting, and executive decision-making. Explain how you have developed or applied portfolio performance metrics, analytics, or dashboards to support executive- or governance-level decision-making. If applicable, describe how you leveraged AI-enabled tools, automation, or analytics to streamline governance and reporting.
