Department Information

Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the California Department of Public Health (CDPH) Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). These agencies have separate -- yet sometimes overlapping -- jurisdictions. CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.

Job Description and Duties

Under the general direction of the RAES Unit Chief, the RA II performs technical research, statistical analysis, and research studies necessary to gather, compile and provide analysis and interpretation of data in support of data integrity projects. The incumbent uses Microsoft (MS) Excel (including pivot tables), Microsoft Access, and SAS software to analyze data integrity problems within Licensing and Certification (L&C) data systems. The RA II collects and reviews data from existing sources (e.g., local, state and federal agencies, non-governmental groups) to ensure data integrity of data extractions from L&C data systems. The incumbent monitors data entry into L&C databases and communicates to data entry users to ensure data integrity. The RA II provides assistance and feedback to district office support staff regarding data entry requirements. The RA II creates and maintains documentation of all analytical work during data integrity projects in order to effectively communicate analytical processes and prepares and presents effective presentations.

Special Requirements

a. working with health facility licensing and regulation data systems or healthcare services/utilization data;

b. using MicroSoft EXCEL or ACCESS, Tableau, SAS, Structured Query Language (SQL), SRSS SQL or other data management/analysis/reporting software (level of experience, length of time using software, type of projects for which software was used, how results were validated).

2. Describe your experience developing and maintaining research project and reporting requirements.

3. Describe one major project where you identified, resolved, and monitored data quality issues.

4. Tell a compelling story about data you have analyzed.
