Job Description and Duties

Under the direction of the Deputy Director and the Section Chief, a Staff Services Manager II, the Health Program Specialist II (HPS II) independently researches and evaluates critical, complex, and sensitive policy issues and provides related recommendations, subject matter expertise, and technical assistance regarding the implementation of the CYBHI and other behavioral health initiatives. The HPS II provides high-level, technical expertise, coordination, and project management to the OSP teams. The incumbent must possess excellent interpersonal, leadership, and organizational skills. The HPS II will represent DHCS in a professional and service oriented manner. 

 

The HPS II must possess strong verbal, written, and interpersonal skills and demonstrate a high degree of initiative, independence and organization in addition to having knowledge of current office methods and procedures with particular reference to the work done by the OSP.  

Ultimately help drive the delivery of the Behavioral Health Virtual Services and eConsult Platforms to support a unique and innovative initiative aimed at serving more than 10 million children and youth in California. Other duties may include: assisting executive management to communicate effectively a clear vision for CYBHI, CalHOPE, and other behavioral health initiatives to key stakeholders (both internal & external to DHCS – including for example partner organizations such as vendors); creating an accountable and transparent environment for successful implementation and launch of key deliverables; supporting training and coaching of the DHCS team (OSP); representing executive management in select internal and external settings (including providing thought leadership, coordination for stakeholders, etc.).

Department Information

The Department of Health Care Services (DHCS) is seeking candidates to join the newly created office, Office of Strategic Partnerships (OSP). The OSP coordinates and collaborates with DHCS programs, the California Health and Human Services Agency (CalHHS), departments under CalHHS, and stakeholders to form new strategic partnerships and department-wide initiatives, such as the Children and Youth Behavioral Health Initiative (CYBHI), California public payers, and new partnerships with innovators. The OSP works directly with stakeholders, including advocacy groups, providers, counties, health plans, innovation and philanthropy sectors, other state agencies, the Legislature, CalHHS, the media and numerous statewide organizations on all matters related to the work of the OSP.

The Children and Youth Behavioral Health Initiatives (CYBHI), is a statewide, multi-department initiative to transform California’s children and youth behavioral health system into a world-class, innovative upstream focused ecosystem where ALL children and youth are routinely screened, supported and served for emerging and existing behavioral health needs. Services are statewide, evidence-based, culturally competent and equity focused.

We are located in the downtown Sacramento area, at the east end of the Capitol. We have easy access to various modes of public transportation, eateries, theaters, and parks, as well as other governmental facilities.
