Job Description and Duties

Under the general direction of the Staff Services Manager III, the Health Program Specialist II (HPS II) works as a highly skilled lead staff person to plan and implement specific short and long term projects which have a beginning, an end, and specified deliverable in accordance with Covered California policies and procedures, defined goals, protocols, and regulations. The HPS II will design and monitor health program projects of the highest technical complexity and governmental policy sensitivity. The HPS II will perform the most difficult and complex duties involved in the reconciliation process with internal and external program partners. The HPS II develops change proposals in key business areas to comply with all regulatory and contractual agreements with the Administrative Vendor, Federal, State, and other inter-agencies. The HPS II plans and performs work for key California Healthcare Eligibility, Enrollment, and Retention System (CalHEERS) business operations related to the reconciliation of consumer enrollment data and membership administrative services including accomplishing project objectives by planning and evaluating project activities. The HPS II works closely with Covered California health and dental insurers. Duties may include access to information systems containing protected enrollee information, including federal tax information, protected health information, and personally identifying information.

Statement of Qualifications (SOQ) Instructions


The Statement of Qualifications (SOQ) should be a narrative discussion of how your education, experience, skills, and training meet the minimum and desirable qualifications to qualify you for the position. It also serves as documentation of your ability to present information clearly and concisely in writing. Your SOQ should be typed, Arial 12 pt. font, and no more than two pages in length. A narrative response to each of the three qualifications below is required:

 

  1. Describe an experience working within a dynamic environment where you received direction and guidance from more than one source while performing a complex analytical assignment using health program policy and State or Federal regulations.

  2. Describe a break-through experience in which you took initiative to address a challenge using Excel and SharePoint. In a narrative manner, explain what knowledge, skills, and abilities were most instrumental to your solution, and how you presented the results.

  3. Describe your work with a group of external stakeholders where the participants had to follow a defined process. How did you apply your communication skills to successfully address a time sensitive challenge?
