Job Description and Duties

Under the administrative direction of the State Superintendent of Public Instruction (SSPI), and the Chief Deputy Superintendent of Public Instruction, the Deputy Superintendent serves as a member of the California Department of Education (CDE) Executive Cabinet and participates in the development and approval of departmental and statewide educational policies and practices related to assessment, accountability, data management, technology, and compensatory education; works with other Deputy Superintendent positions in the CDE to ensure that common educational program and administrative goals and objectives are identified and executed in a compatible manner; advocates the promulgation of legislation affecting the operation and content of the Department's programs; appears before legislative committees on behalf of the SSPI, the State Board of Education (SBE), and the CDE; represents and provides support to the SSPI at meetings with the SBE, the federal government, local educational agencies, other state agencies, and the public; and works with departmental program directors, administrators, and representatives of other agencies on program administration, policies, and budgets.

 

The Deputy Superintendent is assigned major involvement in and responsibility for developing, recommending, and implementing policies for statewide public education, fiscal and administrative policy related to assessment, accountability, data management, technology, and compensatory education; providing input for the establishment of policies affecting all California educational programs to ensure consistency across program services; and recommending and/or establishing policies for the internal operations and administration of programs in the CDE.

 

The CDE is currently recruiting to fill the Deputy Superintendent for the Performance, Planning, and Technology Branch which includes the Analysis, Measurement, and Accountability Reporting Division; Assessment Development and Administrative Division; Educational Data Management Division; Technology Services Division; Improvement and Accountability Division; and the Local Agency Systems Support Office. This position is responsible for providing leadership and administrative direction to CDE staff and local educational agencies (LEAs) in the areas of state and federal accountability, statewide student assessments, the collection and maintenance of educational data; technology and continuous improvement support for school and districts.

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    Knowledge of the organizaton and functions of California State Government including the organization and practices of the Legislature and the  Executive Branch; U.S. Congress, principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department's or agency's equal employment opportunity objectives; and a manager's role in the equal employment opportunity program.

    1. Experience in managing or coordinating multi-disciplinary professional and technical staff in order to advance the goals of an organization.

     

    2. Experience administering federal and/or state funds for educational programs including school or district planning for the purpose of continuous improvement.

     

    3. Experience at the administrative or managerial level developing educational policies and implementing and evaluating educational programs.

     

    4. Experience at the administrative or managerial level in strategic planning, performance measurement, benchmarking and organizational development. 

     

    5. Experience developing and maintaining cooperative working relationships with, and securing the support of, internal and external groups (the Legislature; local, state, and/or federal government; stakeholders, etc.) that add value to the organization and to the efficiency and effectiveness of its programs.

The Statement of Qualifications will be used to evaluate your education and experience as it relates to the “Desirable Qualifications” listed above, and will also serve as documentation of each candidate’s ability to present information clearly and concisely in writing since this is a critical factor to successful job performance. The Statement of Qualifications will be the only basis for your final score and rank on the eligible list.
