The Public Advocates Office (“the organization”) represents residential and small business ratepayer interests in Commission proceedings and processes (e.g., workshops, rulemakings, investigations, utility applications, hearings, advice letters, committee and stakeholder meetings, and other forums). These proceedings and processes set rates, rules, policies, and regulations.
Under supervision of the Program and Project Supervisor in the Safety Policy Section of the Safety Branch, the Auditor I conducts difficult financial analyses of the utilities, perform audits and analysis of the financial records of the State’s utilities associated with general rate cases (GRCs), balancing accounts, catastrophic events memorandum accounts, and other rate-setting proceedings initiated either by the Commission or the utilities.
The specific list of duties are as follows:
• Assist in the preparation of audit programs and reviews of utility accounting and other records.
• Develop audit programs and procedures to achieve audit objectives.
• Conduct interviews of utility staff.
• Document and comment on utility accounting and ratemaking procedures.
• Summarize and communicate conclusions and recommendations to diverse audiences.
• Testify in formal hearings and assist staff in preparing for testimony.
• Review and report on utility financial statements.
• Assist in the development of financial models to evaluate utility forecasts.
• Make presentations and recommendations to management based on analytical findings.
• Perform quantitative analysis in support of policy recommendations.
• Attend and report on related Commission and other agency proceedings.
• Pursue continuing education in financial and regulatory accounting.
• Keep abreast of emerging financial and regulatory accounting issues.
• Attend training to develop expertise in ratemaking, economic regulation of utilities, and utility safety topics.
• Travel and other job related duties as necessary.
