Job Description and Duties

Under direction of the Area Senior Construction Engineer (a Senior Transportation Engineer), incumbent will perform a wide variety of difficult and complex transportation engineering work.  Serves as the licensed professional resident engineer on construction projects. Will assign work, give instructions, make decisions on difficult engineering and administrative problems in connection with directing work on various transportation projects.

A valid Professional Engineering License (Civil) required for Range D appointment.

Working Conditions

Multiple positions may exist within the Division of Construction located in Paso Robles, CA.

Job will have exposure to night work, field work, earthwork, paving operations, lab work, fog, weather conditions, chemicals, lab conditions, equipment, machinery, heat, cold, dust, gas, fumes, outdoor conditions, indoor conditions, humidity, and high decibels of noise.  

Hardhat and safety vest or approved safety shirt, and eye protection must be worn at all times in the field, no exceptions. Incumbent must work with a variety of materials including testing equipment.

While at the Construction office employees will normally work in a climate-controlled office under artificial light.  However due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. 

Workload may subject employee to night work, flexible hours, frequent changes of shift, frequent changes of work hours and workdays, and geographic transfer.  

Travel is required. A valid California driver's license is desired.  Incumbent may be required to travel on short-term and/or long-term expense.  Vacations may be restricted during peak times.  Overtime may be required

All Transportation Engineers hired by Caltrans after May 19, 2000, will be required to participate in the mandatory "Transportation Engineer Rotation Program."  The rotation program consist of 9 months Construction Work, 9 months Design Work, and 6 months in an Elective Assignment(s).  The rotation length and assignment will be based on workload needs and could take place anywhere within Central Region Construction.  The rotation program is a key element in the development of our new employees and allows them to be assimilated into the Caltrans workforce much quicker and to be more productive.

In addition, to the Transportation Engineer Rotation Program, incumbent may be required to go on loan to other functional units during the winter months, when there is excess staff, or staffing needs in another area, etc.

  • Statement of Qualifications - is a discussion of how an applicant's education, training, experience, and skills meet the criteria in the duty statement and qualify the applicant for the position.  The SOQ should be one to two-pages in length, 12 point Arial font. Use the bullet points below and directly address each topic.
Knowledge of:
  • Contract administration paperwork and documentation.
  • Caltrans Construction Manual, Standard Specifications and Special Provisions.
  • Highway and bridge construction, design engineering and cost estimating.
Ability to:
  • Communicate effectively verbally and in writing.
  • Balance multiple projects and tasks to meet deadlines.
  • Administer construction contracts. Has knowldege of Caltrans Plans and Specifications, and ability to interpret and enforce contract documents, and monitor expenses.
  • Serve as a lead worker, coordinate/assign work and provide direction to staff.
  • Communicate with Contractors to provide direction and resolve conflicts.
  • Develop and maintain cooperative working relationships and be an effective team member.
  • Obtain or Possess a CA Professional Engineer License (if not currently licensed, state if examinations have been started, or expected date to begin examinations)
