The California State Teachers’ Retirement System is seeking to fill its Director of Facilities Management position.

The Facilities Management Division strives for total customer satisfaction internally and externally as we ensure efficient building operations, a safe, secure environment and outstanding, reliable services in the areas of Imaging, mail and business services.

The Director of Facilities Management is responsible for policy formulation and execution impacting enterprise-wide facilities management activities, providing leadership, management direction and policy guidance to the Facilities Management Division.

Responsibilities include:

  • Direct the development and implementation of Facilities Management policies impacting CalSTRS Headquarters, statewide Member Service Centers (MSCs) and Business Resumption Center. 
  • Establish short term and long-range facilities planning and space strategies.
  • Provide advice and expertise to the Teachers' Retirement Board, CEO, COO, Chief of Administrative Services and Executive staff.

    Background Investigation

    Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education, credit and check driving records.

    The position may be subject to the disclosure and disqualification requirements concerning economic conflict of interest in government work, pursuant to the CalSTRS Conflict of Interest Code and the Political Reform Act.

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

    Examination Information

    The examination process will consist of an evaluation of the candidate’s application, resume and Statement of Qualifications (SOQ) by a designated screening committee. The screening committee will use predetermined evaluation criteria derived from the knowledge, skills and abilities, and desirable qualifications listed on this announcement. Candidates should ensure they are thorough when describing their experience relative to the areas described. 

    The SOQ may also serve as documentation of the candidate’s ability to present information clearly and concisely in writing, since this is a critical factor to successful job performance. The SOQ may be the only basis for the candidate’s final score and rank on the eligible list. Candidates will be ranked competitively, and each candidate will be notified in writing of their examination results.

    Statement of Qualifications

    In addition to the required documentation, a Statement of Qualification (SOQ) must be submitted with your application.     1. Experience at the senior leadership level with all facets of facilities management, including but not limited to business resilience (disaster recovery, business continuity, emergency response and security), facilities planning, development and construction and facilities business services. This experience should encompass providing leadership to a diverse staff of professionals, utilizing best practices of employee engagement, with a focus on process efficiencies, metrics and performance reporting. 

    2. Experience at the senior leadership level managing multiple large commercial properties-leased or owner occupied. The ideal candidate will have in depth experience managing a large operational budget in excess of $6 million annually. 

    3. Experience at the senior leadership level managing complex commercial construction project, including knowledge of all aspects of the construction project lifecycle, LEED certification and energy efficiency standards, municipal and building codes and principles of sustainable design. 

    4. Ability to sustain and grow positive business relationships with staff of all levels within an organization. This experience should reflect the candidate’s ability to establish and maintain a network with peers and contractors, demonstrate exceptional communication skills and experience presenting information to a variety of internal and external stakeholders.
