Job Description and Duties

Under the direction of the Project and Program Supervisor, the analyst will advise and assist high-level decision-makers such as Commissioners, Judges, and Energy Division management. The analyst may act as a team leader, facilitator and project coordinator on market design decision making processes and as a liason for Community Choice Aggegation entities.  The analyst will evaluate and make recommendations regarding  how the CCA program impacts energy regulation in other policy areas such as renewable procurement, resource adequacy, and integrated resource planning, and coordinate with relevant staff in those affected areas. The analyst will develop analysis for and make recommendations regarding the CPUC’s policy-setting rulemakings via a wide range of work products, review and provide feedback on proposed legislative bills, and/or oversee implementation of programs that result from these CPUC and legislative processes.

The analyst will perform other work as necessary, such as writing and presenting reports, coordinating with other California organizations and agencies (e.g., the California Energy Commission, the California Air Resources Board, California Independent System Operator), and responding to outside inquiries.

Energy, Electric Market Structure and Design Section / Unit 322 / Market Structure, Costs, and Natural Gas Branch

Do you want to play a critical role in helping California achieve its ambitious and internationally recognized clean energy goals? Energy Division’s Market Structure and Design Section advises the Commission and provides technical expertise and implementation oversight on policies and regulations to the design of the electric market, to support the state's goals in meeting carbon emission reduction targets, maintain system reliability and protect consumers. 

Since the launch of energy market restructuring, California has been seeking to enable customer choice for retail electricity. The growth of Community Choice Aggregation and the adoption of SB 237 to explore the reopening or Direct Access has led to significant changes in the energy market. These market changes require the Commission to reconsider the regulatory rules to ensure that state can meet its reliability requirements and greenhouse gas emission reduction targets.

Required Experience/Qualifications:

The candidate selected for the position should demonstrate knowledge, skills, and abilities related to:

  • Economic and/or policy research and analysis experience including the ability to summarize complex issues, present different perspectives, and make recommendations to decision makers.
  • Excellent written and verbal communication skills with the ability to effectively present information and results in a clear and concise manner.
  • Demonstrated ability to take initiative on work assignments and manage multiple projects including coordination with team members, multiple parties, and the ability to set and meet milestones and deadlines, and exercise independent judgment.
  • Quantitative analysis skills and experience in use of any of the following: spreadsheet work papers, analysis of complex data sets or models, complex operations/processes, or complex quantitative issues/problems.
  • Demonstrated knowledge of electric industry regulation and ratemaking.


Desirable Qualifications:

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated knowledge and experience in any of the following: Electric energy markets, electric procurement planning, or electric market design (such as Community Choice Aggregation (CCA), direct access and the role of electric service providers).
