Job Description and Duties

Under general direction and overall management of the Regional Administrator, the Program Manager II (PM II) - Deputy Regional Administrator (DRA), carries out a variety of managerial and supervisory functions including but not limited to supervision of personnel assigned to assist local governments in emergency preparedness efforts, manage design of projects, including their implementation, monitoring, analysis, and evaluation.  Lead single-year and multiyear regional work plan development, implementation, performance monitoring, and evaluation, participates in the policy level discussions and advises regional management in budget preparation, monitoring, and analysis and personnel management.

 

The Regional Administrator is expected be ready to deploy for up to 2 weeks within 60 minutes of notification, adhere to all safety rules and exercise good judgment, model the way, be a wise steward of public funds, build extensive relationships across all disciplines and jurisdictions, influence and lead change, act cool under pressure, practice and utilize the systems/following the procedures put in place for day to day in steady state operations and in disasters (ICS, SEMS, NIMS). Manage expectations but be compassionate.

 

This position requires a high level of knowledge in all phases of emergency management including Hazard Mitigation, Planning Preparedness, Prevention, Response and Recovery. Performs complex technical tasks relating to the provision of Federal and State disaster assistance within Cal OES’s Response and Recovery Operations Directorates. Functions in a demanding and changing environment, which requires them to act with independence while effectively maintaining a routine journey level workload and also regularly responding to short term tasks, and may be required to travel on short notice, work in the field or in a Joint Field Office (JFO), Area Field Office (AFO), Region Emergency Operations Center (REOC), State Operations Center (SOC) and provide support as necessary to meet the Department’s Vision, Mission, Values, and Goals.

Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees. As an employee, you may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

 

Limited Term and Emergency hire positions may be extended with the possibility to become permanent to support emergency operations and our Department Mission.

  • Ability to manage complex and sensitive management issues, recommends, and implements solutions.

  • Have a positive attitude with the ability to work in a team environment

  • Ability to make decisions and solve problems involving varied levels of complexity, ambiguity and risk.

  • The ability to deploy to emergency or disaster sites on short notice for periods of up to two weeks. These sites may be austere without normal amenities for travel.

  • A desired qualification is experience in the emergency management profession and functioning in an emergency center or incident command post. The ability to function with a team under stressful and demanding conditions.

  • To maintain and use assigned equipment and job required tools, safety and security devices in a safe, usable, and secure manner.  Contribute to the common objectives and work efforts of the Cal OES Region, as an effective team member through positive communications, a concern for safety, and a professional attitude. 

  • This position may require extended travel during disaster recovery operations.

Program Manager II, Office of Emergency Services

Pattern I: One year of experience performing duties of a class comparable in level to that of a Program Manager I, Office of Emergency Services, in the California state service.

Pattern II: Two years of experience performing duties of a class comparable in level to that of Senior Emergency Operations Planner, Office of Emergency Services, in the California state service.

Pattern III: Three years of experience performing duties of a class comparable in level to that of an Emergency Services Coordinator, Office of Emergency Services, RangeB, in the California state service.

Pattern IV: Experience:Five years of experience in emergency services activities in a position with increasingly responsible management, planning, program evaluation, at least one year of which must have been in a supervisory capacity. (Experience in the California state service applied toward this requirement must include one year performing the duties of a class with a level of responsibility not less than that of Program Manager I, Office of Emergency Services.) and Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Special Personal Characteristics for PM II

Demonstrate ability to act independently, open-mindedness, flexibility and tact. Willingness to work unusual hours and on Saturdays, Sundays, and holidays and to travel throughout the State.
