Job Description and Duties

Under close supervision of the Senior Engineering Geologist, the incumbent will perform the full range of engineering geology work related to California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) water quality programs. The position is located at 2375 Northside Drive, San Diego, CA next to light rail stations.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge or work experience in developing, implementing, or overseeing investigations of environmental contaminants in soil, soil vapor, groundwater, and marine sediment. 
  • Knowledge or work experience in planning, implementing, or overseeing the remediation of pollutants in soil, soil vapor, groundwater, and marine sediment. 
  • Knowledge of physical, biological, and chemical factors relating to the control of water pollution and water quality; aquatic ecology, chemistry, biology, and statistics; and management of surface waters and groundwaters. 
  • Knowledge or work experience in the principles and practice of engineering geology relating to a) water quality control and water resource management; b) the collection, treatment, recycling of wastewater for beneficial use, and disposal of municipal, industrial, and other wastes; and c) the design, construction, and evaluation of water, wastewater, and recycled water facilities and infrastructure, including detention basins and other storm water best management practices. 
  • Demonstrated interest in water quality control-related work consistent with the San Diego Water Board’s mission. 
  • Knowledge of the interpretation, implementation, and enforcement of State and federal statutes, regulations, and policies, including relevant sections of the federal Clean Water Act and California Water Code, concerning water quality control and environmental remediation. 
  • Ability to apply good judgment in analyzing water quality issues. 
  • An understanding of the fate and transport of pollutants in the environment and their impacts on water resources, and principles governing the movement of pollutants in groundwater basins. 
  • Willingness to conduct site inspections, field investigations, and collection of water and wastewater samples. Proficiency with standard office software such as Microsoft Excel, Word, and PowerPoint. Experience with ArcGIS programs or other GIS programs is also highly desirable. 
  • Effective written and verbal communication skills. 
  • Ability to interact with the public, solicit and respond to public comments on work products, and make effective public presentations or briefings. 
  • Ability to prioritize, organize, and plan work; work independently or in cross-disciplinary teams; follow instructions through standard work processes; follow through on commitments; check work products for accuracy; and meet critical deadlines. 
  • Ability to maintain effective working relationships with Water Board staff and outside stakeholders in a professional and courteous manner. 
  • Possession of valid professional geologist license issued by the California State Board of Registration for Professional Engineers, Land Surveyors, and Geologists.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed and no more than 2 pages in length, use Arial size 12 pt. font, and normal margins. 

The Statement of Qualifications should be no longer than two pages in length and must explain how your knowledge, skills, abilities, and experience will help you to successfully manage cleanup cases in the San Diego Water Board’s Site Restoration and Agricultural Program Unit, while also contributing to the overall mission of the Board.
