The Software and Solution Developer is an IT Specialist I (ITS1) position that represents an exciting role within OTI.  The successful candidate will assume two work domains; primarily as the configuration specialist for new cloud-based Software as a Service (SaaS) and Application Platform as a Service (aPaaS) solutions, and secondarily as a Microsoft .NET software developer working to implement enhancements to the department’s existing portfolio of Microsoft .NET applications.

The successful candidate will work under the general supervision of the Chief of Enterprise Applications Division both independently and as part of a team.  You will execute business and technical analysis, perform software configuration and development tasks, execute unit testing, participate in peer code review, and serve as an application support resource for complex systems and databases. 

The Information Technology Specialist I uses analytical and communication skills to identify requirements, and configure and/or develop applications that meet Web Content Accessibility Guidelines (WCAG) compliance standards. 

When required, the incumbent researches technologies and collaborates with other team members and stakeholders on multi-system projects. This position requires a strong desire to learn and attend training for new digital technologies, and a strong commitment to customer service and continuous improvement. 

The successful candidate will be highly motivated, work in a fast-paced and highly collaborative environment to execute projects within a hybrid Waterfall / Agile (wAgile) methodology.  The ITS1 must maintain consistent and regular attendance; maintain a positive work attitude; provide excellent customer service; communicate effectively with the public and/or other employees; develop and maintain knowledge and skills related to software configuration and development, methodologies, materials, tools, and equipment; work collaboratively in a flexible team environment; complete assignments in a timely and efficient manner; and adhere to departmental policies and procedures regarding attendance, leave, and conduct.

Working Conditions

This position is located in downtown Sacramento in a modern facility with the following amenities: on site gym, free shuttle service to local businesses, two tenant appreciation events each year, across the street from a Farmer’s Market, and one block to light rail. The employee will work in a climate-controlled office under artificial lighting. There will be occasional fluctuations in temperature. The employee will work in a cubicle and will periodically attend meetings and/or training outside of his/her assigned office. The employee will work in and/or visit offices located in a high rise building accessed through elevators.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1) Experience configuring low-code Enterprise Software frameworks such as Salesforce, ServiceNow, PegaSystems, IBM Digital Automation for Business, OpenText EIM, Hyland OnBase, OutSystems or similar technologies preferred; or willingness to be trained.

2) Experience as an effective software developer leveraging ASP.Net, C#, JavaScript, Java and SQL to deliver solutions.

3) Experience developing and consuming Web Services, MicroServices and/or APIs within the Microsoft .NET Framework.

4) Experience with ASP.Net MVC, .NET Core, Angular, Bootstrap, JQuery.

5) Experience working in a team environment to successfully deliver software configuration and/or development projects.

6) Experience working within a waterfall and/or Agile software development methodology.

7) Experience developing database queries using Microsoft SQL Server (required) and NoSQL (desired).

8) Familiarity with delivering solutions using Tableau, Power BI and NoSQL (non-relational) database technologies such as MarkLogic, MongoDB or similar.

9) Experience with rapid application development tools such as Telerik Kendo UI or similar.

10) Experience in using centralized requirements tools such as JIRA and/or Microsoft Team Foundation Server (TFS).

11) Experience with Code Repository, Testing, Build, and Release Management tools such as GitHub and/or TFS. 

12) Experience meeting with customers to gather business requirements in order to understand their needs/challenges before presenting solution options.

2. If no experience is articulated for questions #1 above, please instead discuss your past and significant technology training you have received (including the associated software products or services mentioned in question 1).
