Job Description and Duties

Under the general direction of the Program and Project Supervisor, the Public Utilities Regulatory Analyst (PURA) IV performs in-depth research and analysis on laws and accounting pronouncements, and to develop comprehensive industry-specific policies for the CPUC.  In addition, the incumbent leads, directs, coordinates, or performs complex analytical work related to the most difficult utility audits and reviews as directed.

The PURA IV performs in-depth research on federal and state laws, as well as accounting pronouncements that impact public utilities’ costs of services.  The PURA IV develops comprehensive corresponding policies for the CPUC to guide public utilities on their accounting and reporting practices for the purposes of setting reasonable utility rates for California consumers.  The PURA IV will analyze and synthesize the focus of complex utility audits/reviews and/or oversee or manage complex third-party contracts and/or inter-agency agreements for financial reviews and/or performance audits that include evaluating compliance with the requirements of applicable statutes and CPUC directives.  These audits/reviews will include analysis, evaluation, and verification of accounts, records, and internal controls and evaluate the integrity of utility programs and other matters that require follow-up and analysis.

The PURA IV prepares comprehensive written policy recommendations to the CPUC in response to changes in federal and state laws as well as new accounting requirements.  The PURA IV prepares comprehensive written audit/review reports describing the results of audits/reviews which include identifying issues, drawing sound conclusions, and making recommendations for improvements in systems, policies, and procedures.  The PURA IV makes presentations to decision-makers and management concerning audit/review findings, conclusions, and recommendations.  The PURA IV will serve as a subject matter expert on water and sewer audits or reviews and provide trainings to other audit staff within the branch.

The PURA IV advises CPUC decision-makers and staff on financial and regulatory compliance policies and issues; and educates public utilities and the public on new CPUC policies and industry-specific accounting requirements.

The PURA IV assists UAB management with strategic planning efforts; the development of Branch programs, policy, and procedures; and assesses progress toward meeting goals and objectives.

The position requires excellent verbal and written communication skills; and the ability to work well within a team environment and independently, and to coordinate or participate in multiple projects.

The California Public Utilities Commission (CPUC) is one of the most influential regulatory agencies in the United States. Amongst other things, the CPUC regulates privately owned energy, telecommunications, and water and sewer utility companies.  The CPUC has worked to protect consumers and ensure the provision of safe, reliable utility service and infrastructure at just and reasonable rates, with a commitment to environmental enhancement and a healthy California Economy. 

The Utility Audits Branch (UAB) in the Utility Audits, Risk and Compliance Division provides auditing, accounting, and advisory services on regulated energy, telecommunications, and water and sewer utilities and monitors their compliance with applicable laws and CPUC directives. UAB also performs research, analysis, and assessments and communicates its results to the CPUC and its staff, the regulated utilities, and the public.

  • Certified Public Accountant (CPA) license is desired, but not required.

  • Bachelor degree or higher in Accounting, Finance, or Economics.
