Job Description and Duties

Under the general direction of the Chief of Consumer Marketing & Advertising, the Marketing Specialist is responsible for the development, implementation, and tracking of paid media plans that support the Lottery’s mission of increasing product sales to maximize supplemental funding for public education. The Marketing Specialist collaborates with outside media/advertising agencies and other partners to achieve the Lottery’s marketing and paid media objectives for product launches, brand campaigns, and other relevant marketing initiatives.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • A bachelor’s degree, preferably with a specialization in marketing, communications, or related field
  • At least three years of experience in media and advertising at client/brand or agency
  • Integrated media planning/management experience (brand, corporate, agency or publisher side preferred)
  • Professional experience in the planning, implementation, and stewardship of paid media and advertising plans. Direct experience in digital media, social, and programmatic is required
  • Strong analytical skills. Solid understanding of paid media metrics, with the ability to generate, analyze and interpret data
  • Experience coordinating with various internal and external stakeholders on paid media campaigns. Ability to exert influence without direct authority
  • Experience managing and tracking budgets
  • Experience in lottery, gaming, entertainment, and fast-moving consumer goods (FMCG) categories preferred.
  • Knowledge of current and emerging paid media and advertising strategies and tactics with a passion for learning and innovation
  • Proficiency with Excel required; experience with other programs such as Word, Outlook, and PowerPoint are highly desirable

Statement of Qualifications Questions

1. Describe your experience managing and implementing paid media programs. Specifically address how you developed effective campaign strategies that adhered to brand standards, allocated budgets, and industry best practices.

2. Describe your media campaign tracking experience, particularly in the fields of budgeting forecasting and reporting. What metrics did you use to determine the efficacy and cost-effectiveness of various media spends?

3. Please describe what interests you about consumer and paid media marketing, why you think it’s important and why it should be important for a brand like the CA Lottery.
