Job Description and Duties

We’re looking for an open and dynamic leader to establish the talent function at the Office of Digital Innovation (ODI). As the Head of Talent, you’ll join the founding team working to transform how services are delivered to tens of millions of people.

 

What you’ll do. You and your team will create a gripping recruitment strategy to attract digital services experts to our ranks. You’ll create the playbook that compels a diverse set of experts to apply, and smoothly guides them through the hiring and onboarding process. Getting these experts to join ODI is half the job, and will be the first priority when you arrive. The other half will focus on creating development, workforce planning and engagement programs to retain and grow them. As the leader of this practice, you’ll also recruit, mentor and supervise your own team of recruiters and training / staffing specialists who know how to get things done. And you’ll collaborate across departments, building solutions together.

Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the Personal Leave Program 2020 (PLP 2020) was implemented.  PLP 2020 requires that each full-time employee receive a 9.23 percent reduction in pay in exchange for 16 hours PLP 2020 leave credits monthly through June 2022. The salary range listed is not reflective of the recent changes.

    Too often, government services don’t actually meet the needs of the people who use them. The Office of Digital Innovation (ODI) will work to change that by putting residents’ needs at the heart of state services. Whether it’s homelessness, COVID-19, housing, wildfires or any of the serious issues facing Californians, ODI will partner with innovators across the state to deliver radically better services.

    Drawing on lessons learned from similar efforts across the United States and globally, we’ll partner with California state agencies to bring a human-centered, agile and product focused mindset to technology design, delivery and procurement.

    ODI will work collaboratively with state agencies to improve digital services for Californians. Our work will include early stage research and prototyping for new projects as well as independent counsel and advice on existing large projects.

    Statement of Qualifications

    A Statement of Qualifications (SOQ) is required to participate in the CEA examination.

    All interested examination candidates are required to submit an SOQ. You must provide direct responses to each of the Special Requirements listed below. Each individual response must be numbered and include the full text of the Special Requirement prior to each response. Please address how you possess each Special Requirement using specific examples of your education, training, and experience. Please limit your SOQ to a maximum of three (3) pages, single-spaced, twelve-point Arial font.

    Please submit an SOQ which includes responses to the following:

    1. Describe your talent management experience, including your experience overseeing private and/or public sector recruitment, attracting passive candidates, conducting executive and targeted recruitments, conducting succession management reviews, developing performance management and employee development and engagement programs. In your response, indicate the number of years of experience, the scope of talent functions you managed, and how you’ve measured the effectiveness of those programs.

    2. Describe your experience serving as a leader, practitioner and advocate for diversity, equity, and inclusion (DE&I) in the workplace. Share how you’ve integrated DE&I into a wide range of talent functions throughout the employee life cycle. In your response, indicate the number of years of experience overseeing and / or implementing these activities.

    3. Describe your experience overseeing and leading strategic talent management initiatives, from concept and design through implementation, measurement, evaluation, and continuous improvement. In your response, indicate the number of years of experience and the types of strategic talent management initiatives you have overseen and led.

    4. Describe your experience developing and implementing talent management related policies, (including policies related to DE&I). In your response, indicate your years of policy development experience and the types of policies you have developed and implemented.
     

    5. Describe your experience managing a talent management budget, including overseeing the vendor management process, and all expenses associated with recruiting, onboarding, and developing an organization’s workforce. In your response, indicate the number of years of budget planning and management experience.

    General Qualifications

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
    • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
     
    • Experience leading a talent function in a digital services organization. You’ll have a deep background overseeing recruitment and talent acquisition and onboarding operations, followed closely by experience in employee engagement, workforce and succession planning, performance management and training and development.
    • Background as a practitioner who has led talent initiatives and teams in a digital service environment.
    • Passion for recruiting diverse, inclusive high-performing teams, and examples of how you’ve done it.
    • History collaborating with multidisciplinary teams across a spectrum of projects to ensure hiring profiles and engagement and development strategies are closely aligned.
    • Appreciation for problem sets, and experience applying the right processes and tools to the solution. You can scan an environment, synthesize themes and suggest focus areas and interventions to a wide variety of audiences.
    • A mission-driven mindset. You care deeply about candidate and employee needs and build bridges to meet them.

    Examination Information

    The SOQ serves as a civil service examination that determines eligibility for this CEA position. The examination process will consist of an evaluation of the candidate's SOQ. Examination candidates who fail to submit an SOQ or submit an SOQ that does not follow the instructions, will be disqualified from the examination.  


    A passing score of 70% or higher must be obtained to establish eligibility. Hiring interviews will be conducted with the most qualified candidates. All examination candidates will receive written notification of their examination results.


    If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

    A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

    The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
