Job Description and Duties

Under the administrative direction of the Deputy Director, Chief Information Officer (CIO), the Chief Technology Officer/Assistant Deputy Director (CTO/ADD) supports the Directorate by planning, organizing and directing the development, implementation and maintenance of Information Technology (IT) application and network services. This includes developing and implementing policies, standards and procedures to ensure statewide hardware, software and internal and external facing services keep pace with IT advances and provide users with optimum interactive experiences. The CTO/ADD manages highly technical operations that have a direct impact on the Department's ability to deliver mission critical services to state and county clients. The ability to maintain a customer focused culture, and recruit and retain qualified staff, is essential to this position.

    Special Requirements

    The examination process will consist of a thorough evaluation of the applicant's Statement of Qualifications (SOQ). Each applicant must complete and submit his or her SOQ responding to all four questions listed in this section. Applicants without the SOQ may be eliminated from the examination.

    When completing the SOQ, applicants must follow these guidelines:

    • Responses must be typed and limited to no more than three (3) pages in length, with one inch margins.

    • Font size no smaller than Arial 11. 

    • Answer each numbered item separately and indicate the corresponding item number for each response.

    1. Describe your experience in providing high-level administrative oversight and guidance in the delivery of IT projects, products, and services.
    2. Describe and provide examples of your leadership ability, including techniques of organizing and motivating groups; and your ability to deal effectively with a variety of individuals, organizations, local, state, and federal agencies.
    3. Good interpersonal skills and the ability to effectively deal with other people are vital to leadership success in a government agency.  Please describe your strategy for building strong relationships with your team members, peers, customers, and stakeholders.
    4. Describe you demonstrated ability to maintain broad comprehension of the ever-changing technology landscape, and your demonstrated ability to bring innovative and secure technologies from concept to fruition.

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
    • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
