Job Description and Duties

During the COVID-19 emergency access to the Secretary of State’s building is limited. Applications may be dropped off in the Secretary of State Office’s Rotunda in the secured bin marked Human Resources. 

Under the general direction of the Software Engineering Section Manager, Information Technology Manager I, the Information Technology Specialist II as a Cloud Application Engineer is responsible for the design, development, implementation, and maintenance of enterprise system software projects in multi cloud environments; develops the long-term technical infrastructure strategy to support current and future customer requirements; and works with external project teams on high profile projects; and is a member of the Secretary of State (SOS) Cloud & Solution Engineers team.  As a senior member of the ITD, the incumbent interacts closely with IT personnel, including the software engineering and systems engineering teams, the ISO, with product vendors and service providers and with the program departments. The incumbent in this position is working to support the systems and services of the Software Engineering, System Engineering, Information Security Engineering and IT Project Management domains.  

Required Experience/Qualifications:

  • Experience in multi cloud environment architecture and development. Example: Azure, AWS, OKTA, DevOps CI/CD pipelines or similar products.
  • Demonstrate flexibility within a variety of changing situations while working with individuals and groups, awareness of internal and external dynamics, and acute perception of the dimensions of business issues.
  • Strong leadership skills in highly complex environments managing sensitive functions that have multiple competing priorities and deadlines.
  • Experience over large scale information technology infrastructures, web-based solutions / services, databases, and system software.
  • Takes responsibility for personal growth; and has excellent customer service and effective communication skills, both written and verbal.

The Office of the Secretary of State is recruiting to fill a permanent full-time Information Technology Specialist II position in the Information Technology Division (ITD).

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience documenting functional requirements for application software and translating those requirements into system models using formal analytical methods.
  • Experience identifying correct architectural models to address customer business objectives.  
  • Knowledge or experience collaborating with architects and vendors to define and implement SaaS solutions on the multi cloud infrastructure.
  • Experience providing technical system solutions, determine overall design direction and recommendations for complex technical issues.
  • Experience with Application Programming Interface (API), Systems Integration, React, Nodejs, C#, .NET, SQL Servers, Oracle.
