Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating innovative solutions, strengthening partnerships and collaborations, embracing technology. ITSD leverages data and technology to advance goals and inform action and accountability.

        Under general direction of the Information Technology Manager I, the Information Technology Specialist I (ITS I) will perform duties in the Information Security Engineering and System Engineering Domains.

 

        The ITS I will work as part of the Security Operation Center (SOC) maintaining the conifguration, administration and monitoring of the SOC’s security systems and tools. Identify and dissect highly targeted attacks and other suspicious activity using a variety of network-based tools. Provide accurate and rapid reporting of in-depth technical analysis results in written form. Research potential exploitation methods. Identify and analyze network security appliance logs. Review log activity that is not normally detectable through security appliances. Provide mitigation suggestions in the context of a security incidents, as it relates to the technical analysis of PHSIHING, Malware, Anti-Virus or other artifacts.

Department Information

CDPH’s mission is to protect the public's health in California and helps shape positive health outcomes for individuals, families and communities.  CDPH provides critical services to the public including infectious disease control and prevention, food safety, environmental health, laboratory services, patient safety, emergency preparedness, chronic disease prevention and health promotion, family health, health equity and vital records and statistics.  The Information Technology Support Division (ITSD) supports the mission and services of CDPH as well as implementing the technology required to ensure the success of the public services and meet the expectations of the people of California.  The Data Center Operation Services Branch (DCOSB) is one of the primary branches of ITSD which is responsible for architecture, development and management of all CDPH’s IT systems and applications.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience in a Cybersecurity/Information Security role, such as security vulnerability assessment, security event analysis, security incident response, security technology (firewall, antivirus, web security, data loss prevention) administration
  • SCCM experience – working knowledge, troubleshooting, running reports, creating scripts
  • Demonstrated experience with mitigating risks and threats within an enterprise environment.
  • Knowledge and experience working in security operation center (SOC) environment
  • Ability to apply a variety of security related concepts, information and processes
  • Ability to assess and effectively escalate situations for proper resolution
  • Effective prioritization of tasks and responsibilities
  • Strong analytical and critical thinking skills
  • Ability to develop clear, accurate, and concise reports, correspondence, issue papers, memorandums, and other types of written communication to document security reports, requirements, concerns and decisions
