Job Description and Duties

Under the general direction of the Chief of Staff, the CEA A serves as the Communications Director and is an executive staff member participating in high-level policy and planning decisions for the Office of the Surgeon General (OSG).

 

The Communications Director spearheads the OSG communications strategy and operations for stakeholders and public outreach, provides political advice, crisis communication, and message development; counsels the Chief of Staff and Surgeon General on public policy related to the OSG’s administration, programs and services, and serves as the designated public information officer and spokesperson to the press.

    Department Information

    The California Health and Human Services Agency (CHHS) oversees twelve departments and five offices that provide a range of health care services, social services, mental health services, alcohol and drug services, income assistance, and public health services to Californians from all walks of life. More than 33,000 people work for departments in CHHS, at state headquarters in Sacramento, San Francisco, regional offices throughout the state, state institutions and residential facilities serving the mentally ill and people with developmental disabilities. The role of California Surgeon General was created in 2019 by Governor Gavin Newsom with the understanding that some of the most pernicious, but least addressed health challenges are the upstream factors that eventually become chronic and acute conditions that are far more difficult and expensive to treat. The role of the California Surgeon General is to advise the Governor, serve as a leading spokesperson on matters of public health and marshal the insights and energy of medical professionals, scientists, public health experts, public servants and everyday Californians to drive solutions to our most pressing public health challenges.     Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Extensive communications experience in diverse settings including establishing and managing a brand and messaging architecture and platforms including traditional and social media.
    • Experience working with a leader to develop and communicate their voice and key messages across multiple media platforms including live speaking engagements, television, radio, social media, print and emerging media modalities.  Demonstrated ability to set, achieve and measure growth metrics in traditional and social media.
    • Demonstrated ability to develop and execute a broad-scale public communications campaign and track efficacy with metrics.
    • Demonstrated capacity to work cooperatively with diverse internal and external stakeholders and promote partnerships and recruit influencers to drive a coordinated communications campaign. 
    • Demonstrated experience working across sectors to engage multi-disciplinary and multi-sector stakeholder with excellent communication and engagement strategies.
    • Direct speech-writing and message-development experience for high-profile leaders.  Experience with crisis communications. 
    • Demonstrated experience integrating communications with policy advancement.  Strong media ties.
    • Experience managing budgets and personnel.  Demonstrated ability to deliver projects on time and on budget.
    • Demonstrated experience coordinating and implementing public appearances, press conferences, press tours and webinars.

    Examination Information

    The examination process will consist of a designated screening panel established to screen the applications and Statement of Qualifications (SOQ).  The Desirable Qualifications listed on this bulletin will be used to screen the application and SOQ.  Therefore, it is critical that each applicant includes specific information on how his/her background, knowledge and abilities meet the Desirable Qualifications.  Based on the panel's evaluation of the competitive group, interviews will be conducted with only the most qualified candidates.  Candidates will be ranked competitively, and each candidate will be notified in writing of his/her examination results.

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

    A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

    UDPATED SALARY INFORMATION

    Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the California of Human Resources (CalHR) implemented the Personal Leave Program 2020 (PLP 2020).  PLP 2020 directs that each full time employee will continue to work their assigned work schedule and shall receive a 9.23 percent reduction in pay in exchange for 16 hours PLP 20202 leave credits, monthly.
