Job Description and Duties

Under the general direction of the State Treasurer and the Chief Deputy Treasurer, plans, organizes, directs, revises, and provides policy guidance for the operations of the Centralized Treasury & Securities Management Division and the Centralized Banking Program; as a member of the Pooled Money Investment Board (PMIB) staff, develops and participates in policy recommendations to the PMIB; in conjunction with the Chief of Investments, develops the investment needs for the multi-billion dollar Pooled Money Investment Program within the overall board policy determination of the Pooled Money Investment Board; secures legal advice and recommends legislative action in regard to the State's banking arrangement; serves as the STO’s Steering Committee member on the FI$CAL project; acts as Treasurer's representative in joint studies with Department of Finance; serves on the Treasurer's Investment Committee; assists the Chief Deputy Treasurer in certain other assigned duties and acts as Deputy Treasurer.

    Examination Qualification Requirements

    All applicants must possess the knowledge and abilities, and any other requirements, described in this announcement.

    Minimum Qualifications

    Either I

    Must be a civil service employee with permanent civil service status.

    Or II

    Must be a current or former employee of the Legislature for two or more consecutive years as defined in Government Code Section 18990.

    Or III

    Must be a non-elected exempt employee of the Executive Branch for two or more consecutive years as defined in Government Code Section 18992.

    General Qualifications

    State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    1. Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends in public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management; techniques of the Department’s Equal Employment Opportunity (EEO) program and the processes available to meet EEO objectives.
    2. Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislative and Executive Branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the Department’s EEO objectives.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    1. Possess a complete understanding of the specific goals of the State Treasurer's Office and the functions and operations of the Cash Management Division.
    2. Be able to interpret economic conditions, forecasts, data, and changes in governmental policies that have economic consequences.
    3. Be able to develop long-range financial forecasts related to cash flow and develop long-range investment strategy policy to maximize the investment return rate on state funds.
    4. Have the ability to act independently under pressure and make decisions involving the management of large sums of money.
    5. Deal effectively with the banking community as well as represent the interests of the State of California.
    6. Have the ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff.
    7. Have a complete understanding of the Revenue and Taxation system as it applies to the payment and receipt of major taxes and their respective cash flows; possess an understanding of the commercial banking and Federal Reserve systems.
    8. Have a complete understanding of the Government Code pertaining to the functions of the State Treasurer’s Office and a knowledge of the Legislative process involved in amending existing banking authority.

    Examination Information

    The examination will consist of an application screening process conducted by a departmental evaluation committee. The Statement of Qualifications will be used to evaluate your education and experience as it relates to the Desirable Qualifications listed, and may also serve as documentation of each candidate's ability to present information clearly and concisely in writing since this is a critical factor to successful job performance. The Statement of Qualifications may be the only basis for your final score and rank on the eligible list. Interviews may be conducted if the evaluation committee or appointing power finds it necessary.

Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

    A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

    The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
