Job Description and Duties

CalRecycle is seeking a Project Manager/Business Analyst (Information Technology Specialist I) to join our team of project managers and analysts who assist in design and development of custom software applications to support the Department’s environmental protection programs and activities. This is an excellent opportunity to work in a fast-paced environment with other IT professionals with opportunities for advancement. CalRecycle provides its entire staff with a robust technical environment, including workstations running Windows 10/Office 2016 and equipped with dual monitors, webcams, and Skype VOIP.

You will act as project manager and lead business analysts regarding the development and implementation of COTS and custom applications, systems and tools. Communicate ideas and concepts effectively verbally and in writing to technical and non-technical staff and management. Work with staff to determine the scope proposed new or enhancement project, estimated cost, staff resource needs, duration, and milestone dates. Identify and document feasible alternatives and work with management to determine a course of action. Maintain communication with clients during maintenance to monitor the need for enhancements and to prioritize them within resources constraints

Project Management Professional (PMP) Certification is desirable.

The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. Your responses should be no more than two (2) pages in length, paper size 8 1/2 x 11 inches, formatted with a font of 11pt Arial. Each line should be single-spaced, and the margins on the top, bottom and sides of the page 1 inch. The SOQ must include your name with Statement of Qualifications in the page header, and the header contents should be centered.

Please discuss your work experience, education, and achievements that you believe qualify you for the IT Specialist I addressing the following:

1. Provide a specific example(s) of a challenging situation you experienced while working on a project. What role did you play? How did you deal with it? What did you learn?
2. Provide a specific example(s) to describe your experience in planning, organizing, coordinating, controlling, and leading a multi-disciplinary matrix team and critical stakeholders for an IT project, including (as applicable), what is the project annual budget, team size, project duration, team size, number of contracts, and number of end-users.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
It is desirable that candidates have prior experience leading project teams, and in performing business analysis. Any skills and/or experience using common Project Management tools and techniques is a plus.
• Project Management Professional (PMP)® or Certified Associate in Project Management (CAPM)®
• Certified ScrumMaster®
• Specific desirable skills include possessing knowledge of the various project management concepts, methodologies (Agile and Waterfall), principles, practices, and processes prescribed by the Project Management Body of Knowledge (PMBOK) for developing and maintaining project management plans, schedules, risk and issue analysis, business analysis, group facilitation, testing, and work processes used in the IT project lifecycle.
• Knowledge of principles of IT Project Management, approval and oversight processes for IT projects, and the System Development Life Cycle (SDLC).
• Business analysis experience including requirements elicitation, analysis, and management; business process mapping and business process improvement
• Additionally, you must have excellent attention to detail; an appreciation of the value of standards and guidelines; the ability to analyze problems and issues, and to evaluate and present solution alternatives. You must also have the ability to work with people, to write and speak effectively, and to explain technical issues in a nontechnical manner; a strong customer service ethic; and the ability to handle multiple tasks, projects, and priorities simultaneously.
• Though this is not a developer position, candidates will be more competitive if they can demonstrate some familiarity with database design and user interface design principles, or experience working with the following technologies: Visual Studio 2012+, ASP.NET, MVC; JavaScript/jQuery; Bootstrap; Microsoft SQL Server 2008+.
