Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by advancing health equity and strategic plan goals and objectives, including alignment of Department-wide, interdepartmental, and local health department state health improvement strategy by functioning as a highly skilled technical program manager for the Let’s Get Healthy California (LGHC) program, including responsibility for new equity-focused initiatives aimed at promoting COVID-19 recovery among disproportionately impacted populations. This position will independently exercise decision making authority to implement statewide initiatives, provide recommendations to the Directorate on initiatives related to LGHC, including data analytics, website operations, innovation, communications, and state and local equity strategy. The Health Program Manager II (HPM II) provides supervision and guidance to LGHC staff, a high-level team of technical specialists, in implementation of complex, sensitive, statewide initiatives. The HPM II promotes collaboration and alignment across departmental efforts and facilitates system and process development and supports initiatives aimed at developing local health department capacity. As part of the Fusion Center team, the HPM II manages and supports activities that further collective action and organizational transformation.

 

The incumbent works under the Deputy Director of the Office of Strategic Development and External Relations Fusion Center.


The Staff Services Manager (SSM II) eligibility list is used as an appropriate list for the Health Program Manager (HPM II). Applicants must meet the minimum qualifications for both classes in order to be eligible for appointment.

The mission of the California Department of Public Health (CDPH) is to advance the health and well-being of California's diverse people and communities. The Department works in collaboration with local health department, state, federal and private partners to prevent disease and injury by fostering vibrant, resilient and prosperous communities, and to promote health equity, reduce disparities, and address social determinants of health to advance physical and mental health for all Californians.

The CDPH Office of Strategic Development and External Relations (Fusion Center) provides multifaceted support to strengthen department capacity to address crosscutting priorities defined by public health. Key areas of focus include integrated assessment of public health burden, facilitation of collaborative initiatives to address emerging public health issues, and coordination of resource development and alignment activities to address programmatic and operational priorities.

  • Experience leading statewide collaborative initiatives; involving multiple programs, departments, and local stakeholders; particularly with an equity focus
  • Experience managing and supporting interdisciplinary teams of professional staff, including data, technical, programmatic and communications specialties  
  • Knowledge and experience with grant development and California state budget and legislative process
  • Knowledge and understanding of public health assessment, strategic planning and performance management approaches
  • Knowledge and experience with managing website and data initiatives for public health issues
  • Knowledge and understanding of key public health principles including health equity, social determinants, and primary prevention
