Under the general direction and guidance of the Staff Services Manager I, the incumbent is responsible for developing, preparing, maintaining, and analyzing the documents used to create the annual Governor’s Budget.  Responsibility for preparing, maintaining, and developing budget allotments.  Responsibility for Capital Outlay, deferred maintenance and other facility related budget issues.  The incumbent will assist with Out of State Travel and position control, review federally funded grant proposals to ensure fiscal accuracy and ensure compliance with state administrative rules.  Act in an advisory capacity and serve as the office’s point of contact to management and program staff regarding a variety of budget-related issues.  Analyze legislation and provide fiscal recommendations. This position requires extensive use of the FI$Cal system. Will require analysis of current processes and procedures while updating them to comply with the transition to the financial processes.  Responsible for approving personnel, contract, and service location request documents and updating applicable tracking systems.


This position is located in Mather, but full-time or near full-time remote work is likely during COVID-19 pandemic emergency response efforts and may be possible in the post COVID-19 pandemic environment.

Department Information

The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

The Finance and Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, grants management, human resources, labor relations, staff recruitment, examinations, and organization and professional development. The Directorate is comprised of three sections; Administrative Services, Human Resources and Grants Management.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
