Job Description and Duties

The Executive Director is the principal staff officer of the Agency. The Executive Director executes the Agency's mission as set out in the CPRA and promulgated by the Board. The inaugural Executive Director will build the Agency from the ground up, oversee its regulatory activities (including rulemaking, public awareness activities, and eventual enforcement), and represent the Agency to the public. Final reporting location is still under consideration, and will be within California.

 

 


THE JOB

This is an exempt executive assignment position, non-tenured, full time, and is appointed by the California Privacy Protection Agency. Employees of the Agency occupy non civil service positions serving at the pleasure of the Agency.

THE AGENCY BOARD IS SEEKING CANDIDATES WHO HAVE THE FOLLOWING:
  • Strong commitment to and alignment with the mission, vision, and values underlying the California Privacy Rights Act
  • Sophisticated understanding of the legal, regulatory, technological, social, and political issues involved in fulfilling the Agency’s mandate
  • Ability to lead an executive team to fulfill the Agency's mission and objectives within this highly complex legal, regulatory, technological, social, and political landscape
  • Demonstrated commitment to, knowledge of, and passion for consumer privacy protection
  • Demonstrated management experience; ideally including operational experience with mid-sized government organizations
  • Ability to build through recruitment and hiring, and then lead, inspire, and motivate a highly engaged public sector workforce
  • Experience planning, organizing, and coordinating high-impact rulemaking, public education, or related work
  • Ability to represent the Agency before stakeholders, the public, and decision-making bodies
  • Track record promoting diversity, equity and inclusion both internally and externally
  • Commitment to applying an intersectional, equity-oriented lens to privacy and to considering how privacy issues affect different California communities
  • Track record as a highly ethical leader with a commitment to considering varying perspectives and maintaining steadfast alignment with Agency policies, regulations, and the law

    Department Information

    The California Privacy Protection Agency (Agency) was established by voters in November 2020 when they passed Proposition 24, the California Privacy Rights Act (CPRA). As the first state agency with full administrative powers devoted to privacy in the United States, the Agency exemplifies California's leadership in consumer privacy and is a national model for privacy protection. The Agency is directed by the California Privacy Protection Agency Board (Board), and is charged with protecting the fundamental privacy rights of natural persons with respect to the use of their personal information by implementing the California Consumer Privacy Act (CCPA). (Civil Code, § 1798.199.10(a).); Civil Code, § 1798.199.40(c).) The CPRA directs the Agency to engage in rulemaking, enforcement, public education, and other activities to implement and enforce the CCPA, with the goal of strengthening consumer privacy, while giving attention to the impact on business and innovation. (Civil Code, § 1798.199.40, CPRA, § 3(C)(1).)
