Job Description and Duties

The Department of Health Care Services (DHCS) is looking for a mission-driven, exceptionally motivated individual to serve as the Chief, Business Operations Technology Services Division (BOTSD) within Enterprise Technology Services (ETS). DHCS is comprised of a dynamic team dedicated to preserving and improving the overall health and well-being of all Californians, and the Department’s mission to provide the most vulnerable residents with access to affordable, integrated, high-quality health care.

Under the general direction of the Chief Information Officer/Deputy Director for ETS, the Chief, BOTSD, plans, organizes, directs, and evaluates the activities of approximately 300 staff, in addition to varying numbers of consultants. This position is a key member of the ETS executive team. This position is responsible for leading information technology (IT) infrastructure operations for a complex enterprise; ensuring the security of the DHCS technology environment; leading enterprise application operations, design, and operations of critical state business applications; leading management of critical data warehouse, analytics, and reporting systems; leading delivery of critical customer support services; driving solution architecture for the enterprise; leading IT operations governance processes; and supporting varied customers in support of departmental business needs. A key focus is supporting the Department to achieve strategic and tactical outcomes through the interactions between architecture, systems, projects, vendors, and state teams. The Chief, BOTSD, is a member of DHCS’ Executive Staff and subject to the Department’s Conflict of Interest Code and filing a Statement of Economic Interests (Form 700).

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    (1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department’s or agency’s Equal Employment Opportunity (EEO) Program objectives; and a manager’s role in the EEO Program.

    (2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the department’s or agency’s EEO objectives.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Demonstrated ability to manage large-scale technology infrastructure operations in support of critical, complex business operations.
    • Knowledge of application development methodologies necessary to design, implement, and continuously enhance large systems.
    • Knowledge of information security practices and the ability to implement solutions using these practices.
    • Knowledge of health-related information technology systems and data.
    • Experience leading IT governance processes in support of strategic and tactical management of business solutions.
    • Demonstrated ability operating as part of an executive team in support of a large, complex organization.
    • Knowledge of the state's policies, processes, and procedures, particularly those that involve IT, budgets, and other related areas.
    • Demonstrated knowledge of policies and operational activities that ensure the successful implementation of IT initiatives.
    • Knowledge of enterprise architecture frameworks, including the Medicaid Information Technology Architecture framework.
    • Knowledge of the Project Management Body of Knowledge (PMBOK).
    • Ability to manage and monitor the fiscal and administrative aspects of a large IT organization, including, but not limited to, budget management, resource management, goods and services procurement, and contracting.
    • Ability to participate in the departmental budgetary process and work with state and federal control agencies
    • Working knowledge of human resources policies and practices.

    Examination Information

    The examination process will consist of a Supplemental Application. Applicants are required to respond to the following five supplemental items. These supplemental items are designed to identify job achievement in specific areas that demonstrate the ability to successfully perform at the CEA B level. Responses to the supplemental items will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that which is required under the minimum qualifications.

    Each applicant for this examination must complete and submit his/her responses to all five supplemental items that follow. Supplemental responses and applications must be postmarked, personally delivered, or received via interoffice mail by the final filing date. APPLICATIONS RECEIVED WITHOUT RESPONSES TO THE SUPPLEMENTAL ITEMS WILL BE REJECTED.

    When responding to the supplemental items, applicants must follow these requirements:

    • Responses must be typewritten on 8 1/2" x 11" paper, using no smaller than a 12 point font.
    • Responses to the five supplemental application items must be limited to a total of three pages, single-sided. Therefore, the supplemental application document must not exceed a total of three pages.
    • Identify each page with his/her full name.
    • Responses are to be complete, specific, clear, and concise.
    • Answer each numbered item separately, indicating the corresponding item number for each response.

    4. Describe your experience working with executives, state and federal control agencies, the Legislature, and other stakeholders in relation to IT development and implementation.

    5. Describe your knowledge and experience in information security best practices and security-related technology solutions.
