Job Description and Duties

This position offers an exciting opportunity to be part of Department of Health Care Services (DHCS) new enterprise approach focusing on the entire Medicaid Enterprise effort and modernize the Medi-Cal Enterprise Systems, including the California Medicaid Management Information System Modernization, Medi-Cal Eligibility Data System Modernization and California Behavioral Health Data Systems Modernization.

In support of the Department's mission and under the direction of the Medi-Cal Enterprise Systems Modernization Division Chief, the Information Technology (IT) Manager II will have full management and oversight responsibility for the Product Branch (PB). The incumbent will plan, organize, lead, and direct the activities of a multi-disciplinary staff responsible for overall stakeholder relationship management and product direction. The incumbent will also own the product roadmap and communicate regularly with senior management, stakeholders, federal and state partners. The incumbent will be responsible for leading product owner/product managers, subject matter experts (SME), business analysts, and product designers. The incumbent is responsible for the PB working closely with stakeholders and end users in order to develop product backlogs with detailed user requirements and acceptance criteria while will work closely with various scrum teams in the refining and prioritizing of backlog items. The incumbent is responsible for product governance and working closely with DHCS leadership and various stakeholders in ensuring proper scope is identified and prioritized for all modernization products.

Working Conditions

The incumbent is a Work Week Group E employee and is expected to work an average of 40 hours per week each year and may be required to work specified hours based on the business needs of the office. The incumbent works in an office setting with artificial light and temperature control. The ability to use a personal computer and telephone is essential. The incumbent must be able to frequently remain in a stationary position at a workstation throughout the day and must occasionally position self to perform a variety of tasks including retrieval of files.

*Due to the COVID 19 Pandemic, telework has been implemented until further notice; however, there may be times it may be required to report to the office. 

  • May be required to work outside of normal business hours and is required to carry a mobile device.
  • Work independently and in a team environment.
  • Handle several tasks/assignments simultaneously.
