Job Description and Duties

Join the leadership team of the California Governor's Office of Emergency Services (Cal OES)

The California's Cybersecurity Integration Center's primary mission is to reduce the likelihood and severity of cyber incidents that could damage California’s economy, its critical infrastructure, or public and private sector computer networks in our state.

The Cal-CSIC's responsibilities are broad, and include:

  • Developing a statewide cyber security strategy;
  • Overseeing a Cyber Incident Response Team, which serves as California's primary unit in cyber threat detection, reporting, and response for the public and private sectors;
  • Assisting law enforcement partners in criminal investigations of cyber-related incidents
  • Collecting and sharing cyber threat information among state agencies, utilities, academic institutions, private companies, and others throughout the state;
  • Providing warnings of cyber attacks to government agencies and nongovernmental partners;
  • Supporting public and private sector partners in protecting their vulnerable infrastructure and information technology networks; and
  • Assessing risks to critical infrastructure and information technology networks.
  • Threats to California's critical infrastructure and key resources; and
  • Threats developing from emerging and disruptive technologies.

The California Cybersecurity Integration Center (Cal-CSIC) is an integral part of the Governor’s Office of Emergency Services’ (Cal OES) Homeland Security mission. The Commander oversees and manages the Cal-CSIC, which is a multi-agency coordination center integrating all aspects of California’s cyber security mission statewide. Under the general direction of the Deputy Director for Homeland Security, the Commander will direct the development of policies and processes for ensuring successful statewide Cal-CSIC operations, focusing primarily on conducting cybersecurity and cyber incident response operations, completing cyber threat analysis, and building cyber security partnerships with public and private entities. The Commander will work to resolve operations policy variances to ensure implementation of statewide programs and initiatives.

  • Must possess or be eligible to obtain a minimum SECRET clearance through TOP SECRET with Sensitive Compartmented Information eligibility, preferred.
  • Must obtain a Department of Homeland Security (DHS) Secret Security clearance within nine (9) months of appointment.
  • Must be able to maintain DHS Secret Security clearance.
  • Incumbent in this class must possess and retain a valid Motor Vehicle Operator's License.
  • Willingness to travel throughout the state, work long hours, and be on call to assist with emergencies of all types.
  • The position will be a hybrid of telework and an in-person role.

    The ideal candidate for this critical role has experience as a cybersecurity intelligence manager or supervisor; is a dynamic and proven leader, and effective public speaker; has a strong knowledge of law enforcement and homeland security disciplines; and is well-versed in the technical aspects of threat assessment and Cal OES’ role within the homeland security enterprise. The ideal candidate will also have the following personal and professional attributes:

    • Effectiveness in leadership directing multi-agency, interdisciplinary teams charged with safeguarding information technology assets and cyber networks;
    • In-depth knowledge of state-of-the-art cyber defense strategies and mitigation efforts, including hardware and software, and network protection configurations;
    • Knowledge of homeland security strategies, particularly with respect to California, and their interrelationship with cyber security policy;
    • Familiarity with cyber risk management and threat prevention methods;
    • Ability to analyze and develop statewide cyber security policies and ensure effective implementation of processes.
    • Knowledge of relevant privacy, civil rights, civil liberties, and intelligence related laws; including 28 CFR Part 23
    • An understanding of the agency’s justice-related activities, particularly its information management practices—how the entity collects, stores, accesses, uses, disseminates, and purges or destroys PII and other sensitive information
