Job Description and Duties

The System Of Care (SOC) Branch is responsible for the development, implementation and oversight of congregate care reform as required by Assembly Bill (AB) 403 (Chapter 773, Statutes of 2015). The SOC Branch develops new programs, policies and regulations to ensure improved outcomes for children and families across the continuum of placement settings. The Intensive Technical Assistance Unit is responsible for promoting the authentic engagement of internal and external stakeholders throughout the implementation of the continuum of care. In addition, the unit develops, implements and monitors programs and procedures for foster youth in congregate care, as well as ensures that the policies and procedures promote the transition of these children and young adults from congregate care into nurturing and permanent families.

The SOC Branch is seeking an individual who is highly motivated, self-directed with a high degree of initiative and advanced knowledge of child welfare/behavioral health and experience to understand the complexity of California’s mental health delivery system. The HPS I will plan, lead and organize technical assistance and act as a liaison to the System Of Care Team established with Assembly Bill (AB) 2083. The position will be responsible for the coordination and leadership of various complex projects related to serving youth with the most complex needs. Successful candidates must have strong analytical and communications skills and be able to navigate/create Excel worksheets and PowerPoint presentations that are used to provide high-level presentation to the leadership within the Department and to external stakeholders.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are considered limited term, 12 months, and may be extended up to 24 months or become permanent.
