This position supports the California Department of Public Health by aligning programs to address social determinants of health and create equitable opportunities to advance physical and mental health for all Californians.  Additionally, this position incorporates health equity into all policies, programs, and decision making; embeds health equity into business practices; and engages with multi-sector partners to implement policy, systems, and environmental change.

The incumbent works under the general direction of the Center for Healthy Communities (CHC) Assistant Deputy Director (ADD), Community Wellness and oversees the Program Alignment Communication and Equity (PACE) Section. This position supports and advises the ADD on activities related to developing policies supporting equity, diversity, and inclusion (EDI) related to workforce, Local Health Jurisdictions (LHJs), community engagement and policy and program implementation. Serves as a member of the Center’s Leadership Team and provides policy recommendations to respond to the changing landscape of public health work.

The Health Program Manager II (HPM II) serves as the PACE Section Chief managing and directing the work of multi-disciplinary staff in developing policies to support program alignment across the Center related to EDI in the areas of strategic planning, workforce, health education and communication, local health jurisdiction partnerships, community engagement, and policy and program development and implementation. Develops and implements CHC’s communications plan, works with the Office of Communications and Branch and Office Chiefs to execute health education communications. Identifies and implements communications standards by establishing protocols for utilizing virtual and other platforms. Ensures implementation of quality improvement initiatives, including implementing change management strategies, LEAN practices, and Results Based-Accountability.

With nearly 40 programs residing within ten branches and three offices, approximately 450 staff and operations based in Sacramento and Richmond, the programmatic impact of CHC can be felt in every corner of California.     

This position offers a hybrid work environment including both remote and office centered work.

Statement of Qualifications (SOQ)

The Statement of Qualifications (SOQ) will be used to pre-screen applicants for the HPM II position within the Center for Healthy Communities. The SOQ is a narrative discussion of the candidate's experience which qualifies them for this position. The SOQ must be no more than two pages in length, using 12-point Arial font.
