Job Description and Duties

RESPONSIBILITIES

Develop and issue purchase orders for goods and services.

  • Review assigned requisitions to ensure they include accurate information and required attachments. Communicate with requisition processor to correct any inaccuracies.

  • Create purchase order from requisition.

    Research and procure various goods for the JCC such as office supplies and equipment, minor computer supplies, telephones, ergonomic equipment, subscriptions to minor services, and all other goods as requested by staff.

  • Receive, analyze, and negotiate all formal quotes and communicate with vendors concerning any questions on the request for bids/quotes.

  • Review and verify procurement requests from JCC customers and confirm specifications and cost/budget codes. Ensure all activities comply with the Judicial Branch Contract Manual (JBCM).

  • Contact potential vendors to encourage them to respond to our formal requests for bids and answer any questions regarding solicitations.

    Comply with procurement policies and procedures and provide for general administration, including maintaining accurate data and files.

  • Conduct procurements in compliance with the JCC’s procurement practices, policies, and procedures, including the JBCM and JCC’s Local Contracting Manual.

  • Maintain accurate and current data in FI$Cal.

    Support the JCC’s property reutilization program.

  • Gather inventory lists of surplus or junk property/assets and file a form STD 152 with DGS for direction of disposal.

  • Coordinate disposal of property. Determine the most cost-effective method of disposal based on DGS’ recommended action. Items will typically either go to DGS Sacramento or to an E-waste facility/dump.

    Authorized use of California State credit card (P-Card) to procure certain goods and services on behalf of the JCC.

  • Process requests to order goods and services using the State credit card (P-Card).

  • Reconcile monthly statements in FI$Cal.

    Provide purchasing support for special furniture projects.

The successful candidate will be expected to work in the San Francisco or Sacramento office. However, hybrid schedules may be available from a California residence during the duration of the agency’s Hybrid Work Pilot Program through 2022.

The Judicial Council of California is accepting applications for the position of a Fiscal Services Coordinator in the Procurement - Purchasing unit for the Branch Accounting and Procurement (BAP) office.

The Fiscal Services Coordinator serves as an official Judicial Branch procurement representative in the formal procurement and solicitation of goods and services under the supervision of the Fiscal Support Services Supervisor, who assigns, reviews, and approves the workload of this position. Specifically, the Fiscal Services Coordinator is responsible for purchasing a variety of goods and services including office supplies and equipment, minor computer supplies, telephones, ergonomic equipment, subscriptions for minor services, and special furniture purchasing projects. This incumbent will authorize use of a California State procurement credit card (P-Card) to procure certain goods and services for the JCC. This position will be supporting the JCC’s property reutilization program and ensuring compliance with the JCC’s procurement practices, policies, and procedures including the Judicial Branch Contracting Manual and JCC’s Local Contracting Manual. The Fiscal Services Coordinator is also responsible for general administrative duties, including maintaining current and accurate procurement information in the Financial Information System for California (FI$Cal) and maintaining files in accordance with the General Procurement Document Control Guidelines.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

Three (3) years of accounting experience, including some experience in area of assignment (such as

procurement, accounting operations and bookkeeping duties for accounts payable, and general

ledger).

 

OR

 

Associate’s degree, preferably in accounting or business-related field, and one (1) year of accounting

experience, including some experience in area of assignment (such as procurement, accounting

operations and bookkeeping duties for accounts payable, and general ledger). Additional directly

related experience and/or education may be substituted on a year-for-year basis.

 

OR

 

One year as a Fiscal Services Specialist with the Judicial Council of California or one year of

experience performing the duties of a class comparable in the level of responsibility to that of a

Fiscal Services Specialist in a California Superior Court or California state-level government entity.

 

Desirable Qualifications:

 

  • Two years of purchasing or procurement experience; and

  • One or more years of experience working with FI$Cal, the State of California’s financial system.
