Job Description and Duties

This position is a statewide recruitment, the incumbent will be headquartered in the county nearest their residence, including but not limited to the following counties: Fresno, Sacramento, San Francisco, Orange (Santa Ana), San Bernardino (Rancho Cucamonga), San Diego and Los Angeles.

Under the general direction of the CEA B, the Health Program Audit Manager III (HPAM III) is responsible for the supervision and management of the Provider Investigations Branch (PIB) and is responsible for providing a high level of assistance and expertise to the CEA B. The PIB is a multidisciplinary team (auditors, analysts, specialists, medical and Investigative staff) established to conduct targeted reviews and investigations which may result in a credible allegations of fraud (CAF) referrals to the California Department of Justice (DOJ), Division of Medi-Cal Fraud and Elder Abuse (DMFEA). The incumbent is responsible to lead the activities of the branch including planning, organizing, directing, coordinating, and evaluating team activities. Coordinate and collaborate cases with other branches within the Investigations Division and other Audits & Investigations Divisions. The incumbent should possess demonstrated management capabilities, including the ability to lead and set priorities; develop goals and objectives; and, monitor the performance of subordinate staff. The incumbent must have good written and verbal skills to be effective in communicating with members of the Medi-Cal provider community; provider associations; legal representatives; stakeholders; legislators; federal, state and local agencies; and, all other Departmental division representatives. The incumbent is responsible for ensuring a cohesive and effective close working relationship with the DMFEA to ensure that Medi-Cal investigative activities are well coordinated and support the prosecution of the PIB’s CAFs. Overnight travel may be required. Statewide travel is required, to include overnight stays, up to 10%.

Audits and Investigations (A&I) is the designated Program Integrity Unit (PIU) for the Medi-Cal program. A&I’s mission is to protect and enhance the integrity of the health programs administered by the Department of Health Care Services (DHCS). A&I also strives to improve the effectiveness and efficiency of DHCS and the programs it administers.

Investigations Division is responsible for the statewide Medi-Cal and other DHCS programs' fraud, waste, and abuse investigative program. Areas of responsibility include fraud data analytics, Medi-Cal fraud Hotline and complaints, investigative audits, provider fraud investigations, and beneficiary fraud investigations.
