Job Description and Duties

The Department of Health Care Services (DHCS/Department) is looking for a mission-driven, exceptionally motivated individual to serve as the Chief, Medi-Cal Eligibility Division (MCED). DHCS is comprised of a dynamic team dedicated to preserving and improving the overall health and well-being of all Californians, and the Department’s mission to provide the most vulnerable residents with access to affordable, integrated, high-quality health care.

 

Under the general direction of the Deputy Director (DD), Health Care Benefits and Eligibility, the Chief, MCED, provides leadership, direction and coordination of eligibility policy and operations among the Department, California counties and the federal government regarding Medicaid (Medi-Cal in California) and the Children’s Health Insurance Program (CHIP). The Chief is responsible for ensuring consistency with current state and federal Medi-Cal and CHIP statutes, regulations, and policies. The Chief is responsible for oversight and management of issues pertaining to the eligibility and enrollment system infrastructure used to support Medi-Cal and CHIP eligibility determinations and providing policy direction for needed system changes. Furthermore, the Chief is responsible for the development and implementation of new eligibility categories and programs based upon changes to federal and state law. The Chief advises and consults with the DHCS Director, Chief Deputy Directors, DD, California Health and Human Services Agency, and Governor’s Office on matters of significant policy impact regarding program eligibility. The Chief represents DHCS with public and private organizations, and local, state, and federal government officials on Medi-Cal eligibility matters. The Chief also interacts with the Department of Finance, the Legislature and other state agencies, the State’s data center, and other departments, including the Departments of Social Services, and Developmental Services and Covered California. The Chief coordinates and directs program review activities in relation to program policy development and implementation and oversight of county administrative functions related to Medi-Cal eligibility determinations. The Chief, MCED, is a member of DHCS’ Executive Staff and subject to the Department’s Conflict of Interest Code and filing a Statement of Economic Interests (Form 700).

 

Note: This position is telework eligible and the assigned state office location could be any of the DHCS offices statewide. As a member of the DHCS Executive Staff team, the Chief, MCED, is expected to have a regular presence in Sacramento and will be required to be in Sacramento as needed. The ability to telework is limited to residents of California, and proof of residency may be required.

    General Qualifications

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    (1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s Equal Employment Opportunity (EEO) Program objectives; and a manager’s role in the EEO Program.

    (2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s EEO objectives.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Experience in the past five years in a County leadership/management role overseeing staff responsible for eligibility determination processes.
    • Knowledge of the State's Medi-Cal and CHIP programs, policies, regulations, and systems governing administration of eligibility determinations, Medi-Cal benefits, claims processing, and managed care.
    • Knowledge of the trends and issues in public health policy, including those that relate to eligibility determinations.
    • Ability to perform high-level administrative, management, policy development, and implementation.
    • Excellent collaboration and communication skills.

    Examination Information

    The examination process will consist of a Supplemental Application (questionnaire). Applicants are required to respond to the five supplemental questions below. These supplemental questions are designed to identify job achievement in specific areas that demonstrate the ability to successfully perform at the CEA B level. Responses to the supplemental questions will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that which is required under the minimum qualifications.

    Each applicant for this examination must complete and submit his/her responses to all five supplemental questions that follow. Supplemental responses and application must be postmarked, personally delivered, or received via interoffice mail by the final filing date. APPLICATIONS RECEIVED WITHOUT RESPONSES TO THE SUPPLEMENTAL QUESTIONS WILL BE REJECTED.

    When responding to the supplemental questions, applicants must follow these guidelines:

    • Responses must be typewritten on 8 1/2" x 11" paper, using no smaller than a 12 point font.
    • Responses to the five supplemental application items must be limited to a total of four pages, single-sided. Therefore, the supplemental application document must not exceed a total of four pages.
    • Identify each page with his/her full name.
    • Responses are to be complete, specific, clear, and concise.
    • Answer each numbered item separately indicating the corresponding item number for each response.
    SUPPLEMENTAL APPLICATION ITEMS

    1.    Describe and provide examples of your leadership ability, including techniques of organizing and motivating groups, how you foster diversity and inclusion in the workplace, and your ability to deal effectively with a variety of individuals, stakeholders, organizations, and state, federal, and local governments. 

    2.    Describe your knowledge of the principles and practices of public administration, organization, and management. Include in your response experience in developing health policies and programs, and provide examples.

    3.    Describe your experience working with the California legislative and budgetary processes, state control agencies, and other governmental entities that are necessary for effective program development, implementation, and evaluation.

    4.    Describe your experience and provide examples that demonstrate your ability to analyze complex problems and recommend effective courses of action.

    5.    Describe your experience in the health care field (state, federal, and/or private sector), including any experience in developing and managing eligibility programs, and working with stakeholders on such efforts. Please provide specific examples.

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

    A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
