Job Description and Duties

The Enterprise Risk and Compliance Officer (ERCO) will report directly to the Chief Deputy Treasurer, both functionally and administratively and will be responsible for the development of a governance risk management strategy to identify, evaluate, mitigate, and monitor the State Treasurer's Office's (STO) operational and strategic risk and risk management tools, practices, and policies.

This position will run Until Filled, with the following cut off dates: 15th of each month.

    Department Information

    The State Treasurer's Office is a small department located in the historical Unruh Building at 915 Capitol Mall, close to the State Capitol, public transportation and with parking garage options nearby. The building is adjacent to the State Capitol Park, which is a wonderful place to exercise and enjoy the beautiful landscape during the fair-weathered months. The neighborhood around the building is filled with endless dining options, coffee shops, fitness clubs and conveniences like corner stores, etc.

      Examination Qualification Requirements

      General Qualifications

      State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

      Knowledge and Abilities

      Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

      1. Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends in public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management; techniques of the Department’s Equal Employment Opportunity (EEO) program and the processes available to meet EEO objectives.
      2. Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislative and Executive Branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the Department’s EEO objectives.

      These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

      CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

      CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

      CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

      Desirable Qualifications

      In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
      1. Demonstrated integrity, initiative, dependability, tact, flexibility, sound judgement and the ability to advise the Directorate and/or Executive staff on a wide range of information technology, compliance, legal, information security, operational and strategic matters.

      2. Broad and extensive experience formulating and implementing policies, procedures, processes, and programs to ensure improved productivity, decision-making and enterprise effectiveness.

      3. Knowledge of research, survey, and analytical methods and techniques.

      4. Experience in analyzing complex problems, prescribing and initiating an effective course of action in an environment that is both highly visible and political.

      5. Experience determining, assessing, managing and coordinating enterprise-wide initiatives to mitigate risks.

      6. Demonstrated experience leading change, gaining buy-in and working collaboratively with peers to meet organizational objectives.

      Statement of Qualifications Instructions

      The Statement of Qualifications (SOQ) is a narrative discussion of how the candidate's education, training, experience, and skills meet the Desirable Qualifications for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing and should be single-spaced with 12 point font. Resumes, cover letters, and other materials will not be evaluated or considered as responses to the Statement of Qualifications.

      The SOQ must be numbered and include the Desirable Qualification factor typed in bold font. Respond to each Desirable Qualification factor in the same order they are listed and provide specific examples.
      Responses should be complete, specific, and clear. Include the name of the organization where you gained the experience, the timeframe you gained the experience, your title and level of responsibility, and relevant outcomes and measures of success.

      Examination Information

      The examination will consist of an application screening process conducted by a departmental evaluation committee. The Statement of Qualifications will be used to evaluate your education and experience as it relates to the Desirable Qualifications listed, and may also serve as documentation of each candidate's ability to present information clearly and concisely in writing since this is a critical factor to successful job performance. The Statement of Qualifications may be the only basis for your final score and rank on the eligible list. Interviews may be conducted if the evaluation committee or appointing power finds it necessary.

      If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

      A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

      The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
