Job Description and Duties

Under general direction of division leadership and the Manager of Data and Research, the Research Data Specialist II performs the following functions: The Research Data Specialist (RDS) II will design and analyze various research assignments and projects, including, but not limited to the annual reporting of statewide accountability and institutional effectiveness by California Community Colleges. The RDS II acts as a senior analyst and primarily internally facing resource needed to understand data related to system, college, and student performance and effectiveness.

The RDS II will develop data and processes for modeling, mining, and production; and prepare data for use in predictive and prescriptive modeling, including associated documentation. Analyze and share results for progress monitoring and from data portals, accountability systems, MIS, and other tools to help determine multiple levels of performance and/or effectiveness. Develop analytical as well as policy recommendations for internal consideration. Lead project management for data and other research-related inquiries or requests, including engagement with internal and external requestors to clarify needs and working with Information Technology (IT) and Management Information System (MIS) staff, as needed.

Monitor and prepare data requests for processing and analysis, including development of proposed solutions. Respond to and evaluate predefined and ad-hoc requests for data, statistical analysis, research projects, programmatic and legislative support. Assist in designing and implementing methods to improve data reliability, efficiency and quality.

Lead in the design, writing, and production of reports related to system and college progress monitoring, accountability and effectiveness. Communicate findings and recommendations in a manner that is accessible to multiple internal and external audiences. Actively participate on committees, work groups, other special assignments and in convenings or conferences related to data analysis and research.


This position has a hybrid work setting. 
Job Duties may include full-time telework in California.

Department Information

Within the California Community Colleges Chancellor’s Office, the Digital Innovation & Infrastructure division works to support the student experience and improve student outcomes through the innovative application of education technology and data resources. The division is divided into several units, including Data Management, Application Development, Network Support, Research and Data Analytics, and Education Technology.

The California Community Colleges is the largest system of higher education in the nation, with 1.8 million students attending 116 colleges. Special Requirements

The Statement of Qualification (SOQ) is a narrative discussion of how the candidate's education, training, experience, and skills meet the minimum and desirable qualifications and qualify them for the position.  The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing.  The SOQ must be no more than a maximum of two pages typed, single-spaced, in 12 pt. Arial font.  Indicate your name, the position number and "Statement of Qualifications" at the top of the page.  The SOQ must be organized and numbered in the order of the desirable qualifications.  Give specific examples, including your role and responsibilities, as well as outcomes.

1. Please describe your quantitative and qualitative research experience, including experience conveying quantitative and qualitative findings in oral, written, or other visual formats.

2. Please describe your understanding of research and planning issues related to postsecondary institutions in general or the California Community College system more specifically.  

3. Please describe how you help internal/external stakeholders craft a research question.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Attention to detail and experience with project management, including documentation of methodological decision-making and work-flow processes. 
  • Knowledge of database structure and ability to query/utilize complex data systems. 
  • Coursework and/or work experience in quantitative or qualitative methods for use in social science or educational research.
  • Demonstrated skills in creating, combining, analyzing and presenting data using SQL, SAS, STATA, R and/or other programming languages and statistical packages. 
  • Experience conveying quantitative and qualitative research findings in oral, written, tabular, graphical, and other visual formats.
  • Knowledge of research and planning issues relevant to postsecondary institutions. 
  • Ability to work independently and collaboratively with moderate direction
