In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• In-Depth knowledge of State Contracting Manual (SCM) Volume 2, Statewide Information Management Manual, State Administrative Manual, and State and Federal IT procurement laws and regulations.
• In-Depth knowledge and expertise in conducting competitive and leveraged procurements, developing solicitation documents, and leading evaluation processes.
• In-Depth knowledge and of project management methodologies and the State Project Approval Lifecycle.
• Experience working on an IT Project in any of the project management disciplines (stakeholder, risk, issues, resource, task, quality, change control, and team management).
• Understands and embraces the principles and importance of providing excellent customer service.
• Experience in facilitating meetings, negotiating and problem-solving techniques.
• Experience in working collaboratively and cooperatively with team members and key stakeholders in a matrix managed organization.
• Ability to listen to others and communicate ideas, thoughts and facts in an effective and diplomatic manner, both orally and in writing.
