Job Description and Duties

Under the general direction of a Supervising Transportation Engineer in the office of District 8 Innovation, Asset, and Sustainability Program Management, the incumbent will supervise asset management engineers and serve as the District 8 Asset Manager. The incumbent coordinates with district and headquarter (HQ) asset advisors on completeness of asset inventory and condition reporting on all district assets as identified in the State Highway System Management Plan (SHSMP). Coordinates and facilitates the identification, prioritization, and development of the district’s 10-year State Highway Operation and Protection Program (SHOPP) plan. Works with the district and headquarter program advisors and teams to nominate multi-asset projects to meet district performance targets within the district financial allocation in line with SHSMP investment plan. The incumbent represents the district at multiple statewide Asset Management initiatives which includes but not limited to Transportation Asset Management Plan (TAMP), Transportation Asset Management System (TAMS), SHSMP development, TAMS policies, Tableau development, dashboards, Inspector general audits, local and external coordination. The incumbent is the point of contact representing the District in Asset Management related efforts. Responsible for quarterly project book certification and Asset Management Tool (AMT) data check conflict resolution within statewide schedule. The incumbent is responsible for coordinating performance changes to projects through Project Change Requests (PCRs), Project Change Documents (PCDs) to track and document performance change causality at various project milestones post programming. The incumbent is expected to provide weekly updates and inform district executive team on changes pertaining to Asset Management that may affect strategic redirection in district plan or realignment of investment plan. The incumbent is part of the nomination team on SB-1 competitive program. In charge of internal and external coordination efforts to avoid conflicting project limits, scope, and schedule with other planned or pipeline funding sources.

Working Conditions

This position is located in San Bernardino, CA.

The District 8 Asset Manager will primarily work in a climate-controlled office under artificial lighting and may also in a telework-compliant environment. There will be occasional fluctuations in building temperature in he office. The office work site may have limited viewing access to the outdoors, and the incumbent will be assigned cubicle space as a base of operation. May be required to travel overnight, occasionally conduct outdoors or virtual field reviews, and may be exposed to dirt, noise, uneven surfaces, extreme heat, and/or cold. During time of telework hours, the incumbent is required to meet all stated duties.

REQUIRED: The selected applicant must possess a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers.

REQUIRED:
