Job Description and Duties

The Health Program Specialist (HPS) II serves as policy specialist for the multiple HCBS programs administered by HCBS Policy Branch (HPB). The HPS II will serve as a supportive policy advisor in the policy development and operation of integrated health care delivery systems for vulnerable populations eligible for HPB's various HCBS programs. The HPS II is responsible for researching waivers, state plans, and programs; including, but not limited to, complex state plans, state programs, waivers, and HCBS programs that will enable vulnerable populations in California to receive needed care in their home or community. The HPS II will recommend, and assist with the development of, new ways to deliver necessary services to vulnerable populations throughout California. The HPS II also assists with the development of policies and procedures, recommends new or revised policies, including policies that address unique or integrated health care needs, and adhere to federal and state statutes and Department policies and guidelines.

Working Conditions

DHCS has embraced a hybrid work environment. Regular or recurring telework may occur as part of the incumbents ongoing regular schedule per DHCS’ Telework Policy and in accordance with Government Code Sections 14200 – 14203 for employees residing in California. This position is telework eligible up to 20 days per month.

We are located in the downtown Sacramento area near the east end of the Capitol. We have easy access to various modes of public transportation, eateries, theaters, and parks, as well as other governmental facilities.

Department Information

The Integrated Systems of Care Division (ISCD) oversees, operates, and monitors compliance, and investigates complaints/grievances of comprehensive health care delivery systems for vulnerable populations eligible for various programs, including but not limited to, the California Children's Services Program, Health Care Program for Children in Foster Care, Genetically Handicapped Persons Program, and other programs serving populations, predominantly children, with complex chronic health conditions. Additionally, ISCD is responsible for developing, implementing, managing, monitoring, auditing, and evaluating innovative long-term services and supports (LTSS) programs that integrate service delivery and consolidate funding sources. This includes the Program of All-Inclusive Care for the Elderly, and the Money Follows the Person federal grant project, and supporting the implementation of DHCS’ California Advancing and Innovating Medi-Cal (CalAIM) initiatives. Finally, ISCD manages, oversees, monitors compliance the complex home and community-based services (HCBS) state plan options, waivers, and programs that enable vulnerable populations in California to receive needed care in their home or community, and is responsible for ongoing implementation and promotion of the California Partnership for Long- Term Care Insurance.

Candidates who pursue this position should be able to assess a situation, receive input from stakeholders, and recommend a defensible course of action.
