Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating innovative solutions, strengthening partnerships and collaborations, and embracing technology. The Information Technology Services Division (ITSD) leverages data and technology to advance goals and inform action and accountability.

 

The Information Technology Manger II (ITM II) works under the administrative direction of the Assistant Deputy Director, Chief Technology Officer (CTO) of the Information Technology Services Division. Acting as Executive Manager of the Technology Integration Services Branch (TISB), the ITM II provides leadership and direction to professional and highly technical staff responsible for designing, implementing, and securing technology solutions, leading the organization's technological evolution. This includes, but is not limited to, the activities of the Security Operations Center (SOC) within TISB, which enhances cybersecurity, integrates SOC capabilities, and proactively identifies security threats. The ITM II oversees the design and implementation of technology solutions and champions cloud-based technologies and innovative approaches. Their strategic vision and leadership ensures CDPH remains at the forefront of digital innovation while maintaining security and compliance.

The Information Technology Services Division (ITSD) supports the mission and services of CDPH as well as implementing the technology required to ensure the success of the public services and meet the expectations of the people of California. The Technology Integration Services Branch (TISB), within ITSD, is responsible for developing and maintaining CDPH's technological blueprint, ensuring that all systems and solutions are designed and implemented in a way that maximizes efficiency and capability while ensuring a secure operating model and adherence to applicable laws and standards. TISB will provide expertise in four areas of focus: Solutions and Systems Delivery; Cognitive Services/Artificial Intelligence (AI); Identity and Access Management (IDAM); and Security Operations.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The following skills, either directly or in a leadership capacity are desirable given the intended staff roles within the branch:

  • Experience in the domain of Information Security Operations and Technical Security Architecture. Leadership of security systems support staff, incident responders and program/project liaison for major initiatives with security architecture considerations.
  • Experience in the domain of Machine Learning and General Artificial Intelligence (ML/GenAI).  Specifically creating, overseeing, or participating in a leadership capacity in ML/GenAI initiatives. Understanding of applicable federal and State controls pertaining to the risk analysis and vetting of use cases in the pursuit of AI project implementations.
  • Experience in the domain of Identity and Access Management/Privileged Access Management. Specifically with implementing and/or overseeing the implementation of IDM and PAM solutions for staff, business associate, and constituent access to applications and services.
  • Experience leading complex projects from conception through completion on innovative technologies.
