POSITION OVERVIEW:

Under the general direction of the Deputy Executive Director, Internal Operations, the Director/Chief Information Officer (CIO) directly and through subordinate managers is responsible for the day-to-day administration of all activities related to the planning, organizing and directing of the Information Technology Services Division (ITSD). This includes the formulation, operation, and/or evaluation of program policies and processes related to overall IT control for the CPUC. The Director/CIO works closely with the Executive Director, Deputy Executive Directors and senior management team to develop policies, standards, processes, procedures, and tools affecting all programs and activities.

Working Conditions

Positions at the CPUC may be eligible for telework under Government Code 14200 for eligible applicants residing in California, and subject to meeting the telework eligibility criteria. Telework Policy CalHR  

Occasional in-person attendance may be required based on operational needs.

This position may be filled in San Francisco or Sacramento.

    Special Requirements

    WORK ENVIRONMENT, PHYSICAL OR MENTAL ABILITIES:

    -Proficiency with communications-related technologies, including personal computer applications, telecommunications equipment, Internet, voice mail, email, etc.
    -Dress appropriately for a business/government environment.
    -Attendance: Must maintain regular and acceptable attendance at such a level as is determined at the Department’s sole discretion.
    -Must be regularly available and willing to work the hours the Department determines are necessary or desirable to meet its business needs.
    -Incumbent supervises staff located in San Francisco, Sacramento, and Los Angeles   offices and will be required to regularly travel between thes CPUC facilities within the state to meet business needs.
    -Occasional travel is required to meet with control agencies on special projects.
    -Travel may include evenings, weekends, overnight or several days at a time.

    General Qualifications

    State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    A.  Knowledge of:

    The organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department's or agency's equal employment opportunity objectives; and a manager's role in the equal employment opportunity program.

    B.  Ability to:

    Plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures, and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislative and Executive Branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the department's or agency's equal employment opportunity objectives.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


    1. Senior and/or Executive level management:     10 or more years of experience in overseeing multiple Information Technology (IT) domains. Such as: Business Technology Management, Client Services, Information Security Engineering, Information Technology Project management, Software Engineering and/or System Engineering.

    2.  Budget, contract and policy oversight: 5 or more years of experience managing $10M or above in IT budgets and contracts.

    3.  Experience in the implementation and management of a multi-million-dollar large-scale IT automation projects that spanned multiple years.

    4.  Experience using different strategies and techniques for soliciting input from an organizational division and communicating critical program and/or policy changes in an expeditious manner; working with a variety of individuals including governmental and/or industry groups using excellent interpersonal skills to provide effective verbal and written communication to present information logically, clearly, and concisely.

    5.  Experience managing teams of 25 or more of multidisciplinary professional and administrative staff.

    STATEMENT OF QUALIFICATIONS (SOQ)

    A "Statement of Qualifications" is a MANDATORY requirement in order to apply for this position, A SOQ is a narrative discussion of how the candidate's education, training, experience, and skills meet the minimum and desirable qualifications and qualify them for the position.

    The SOQ will be used to evaluate your education and experience as it relates to the “Desirable Qualifications” listed above. Candidates should ensure they are thorough when describing their experience relative to the areas described. It may also serve as documentation of the candidate's abilities to present information clearly and concisely in writing, since this is a critical factor to successful job performance.

    SOQ INSTRUCTIONS:

    When completing the SOQ, applicants must follow the guidelines listed below. An SOQ that does not conform to these guidelines may be given a disqualifying score.

    • Responses must be typewritten, using no smaller than 11-point font.

    • Responses to the 3 items must be limited to a total of 2 pages, single-sided, must not exceed 2 pages in total length.

    • Respond to each numbered item separately, in the same order indicating the corresponding item number for each response.

    • Responses are to be complete, specific, clear, and concise.

    • Response must include the total number of years’ experience, official job title and/or civil service classification and the level of responsibility performing each of the activities. 

    For each numbered item, please provide a detailed description.

    Describe your experience in having senior-level managerial and/or executive level experience in/with:

    1.     Extensive IT managerial and program administration and broad IT program manager experience with substantial participation in the formulation, operation, and/or evaluation of IT policies.

    2.     Demonstrating an ability to create a clear vision, setting goals and expectations, motivating multidisciplinary professional and administrative staff while exercising sound judgment in developing and managing IT systems in support of departmental mission, vision and goals.

    3.     Establishing collaborative relationships both internally and externally. 

        Examination Information

        The examination process will consist of an evaluation of the SOQs by a designated screening committee. The screening committee will use a predetermined evaluation criteria derived from the knowledge, skills, abilities and the desirable qualifications listed on this announcement. 

        Education and experience as it relates to the         “Desirable Qualifications” will be a determining factor in the evaluation. Candidates should ensure they are thorough when describing their experience relative to the areas described.  The SOQ may also serve as documentation of the candidate's abilities to present information clearly and concisely in writing, since this is a critical factor to successful job performance.

        The SOQ will be the only basis for the candidate's final score and rank on the eligible list. Candidates will be ranked competitively, and each candidate will be notified in writing of their examination results.

        If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

        A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

        The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
