Job Description and Duties

If you answered yes to these questions, then consider a position with the California Department of Social Services (CDSS) in the IT Services Section where you will perform activities including research, development, and administration of IT services. Working in the IT Services Section allows you to additionally learn about other areas within the administrative field, including accounting and budgeting, that will help you further your career with the State of California.

This position is eligible for telework up to three (3) days a week and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

The California Department of Social Services, Contracts and Procurement Services Branch, Purchasing, IT Acquisitions, and Grants Bureau, has an immediate opening for a Staff Services Manager II (SSM II). Persons currently in the classification eligible to transfer, lateral transfers, voluntary demotions, reinstatements, those eligible for appointment from a certification list, and employees on a DROA/SROA/Surplus appointment list may apply. Only the most qualified will be interviewed. The SROA/Surplus applicants must attach a copy of their letter.

Under the direction of the Bureau Chief (Staff Services Manager III), the SSM II provides direct supervision, training, and performance evaluations for staff; reviews procurement packages for accuracy, completeness, and consistency with procurement laws, regulations, and policies including, State Administrative Manual, Government Code, Public Contract Code, memorandums, Broadcast Bulletins, and other Contracts and Procurement Services Branch policies and procedures.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment.

Working Conditions

This work location is very convenient!  The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

 

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies. 1. Describe your experience providing technical assistance related to procurement and contracting to program staff, all levels of management, and executive leadership.
2. Describe your management style and leadership philosophy as it relates to overseeing staff providing services to a broad and diverse customer base.
3. Describe your experience providing solutions to complex issues. Include at least one specific example.

• Experience with FI$Cal modules.
• High proficiency in Microsoft Office suite applications, research, and database programs.
• Willingness to learn the practical application of administrative principles.
