As an Information Security Compliance Specialist I, you will play a vital role in supporting Covered California's Information Security program. You’ll assist in activities that ensure compliance with federal, state, and industry security requirements, while also fostering a security-conscious culture within the organization. Your work will directly impact Covered California's mission of providing affordable health insurance to Californians, ensuring trust and security every step of the way.

What You’ll Do:

•Identity and Access Governance: Play a key role in assessing and auditing identity management and access control activities, supporting the transition from manual to automated processes, and ensuring regulatory compliance.

Compliance: Assist with compliance efforts by researching regulations, updating documentation, coordinating meetings, and tracking action items to ensure timely submissions.

Incident Response & Awareness Training: Support security incident response tasks, facilitate staff awareness training, and foster a security-conscious culture through tips, simulations, and monitoring.

Third-Party Risk Management: Collaborate with vendor business owners to gather artifacts, track assessments, and update documentation for third-party risk management.

Continuous Improvement: Review processes to identify inefficiencies and recommend improvements while setting annual educational goals for professional growth.

This position is headquartered in Sacramento county at 1600 Exposition Blvd, Sacramento, CA 95815. Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. Travel expenses associated with commuting to the employee’s office headquarters location are not reimbursable, other than authorized transit subsidies.

Working Conditions

This position may be eligible for telework. In accordance with Government Code section 14200, only employees who reside in California are eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California’s current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.

Desirable Qualifications

• Experience in identity and access governance, including user access reviews.

• Familiarity with relevant federal, and state information security compliance requirements (CMS, IRS, California), and ability to support policy documentation, submissions, and communications.

• Skill in conducting internal IT security control assessments, identifying gaps, and developing remediation plans to enhance organizational security.

• Intermediate skills in Microsoft Excel.

• Critical thinker and detail oriented.

• Ability to assist and monitor staff completion of information security awareness training.
