Job Description and Duties

If you find working in cloud data environments, data visualization, and data analytics exciting then the CalHHS Enterprise Data Services Manager position is for you. The Manager will plan, organize, manage projects and portfolios, and lead the engineering of the CalHHS Agency Data Service Environment within the Office of Technology and Solutions Integration. The Manager will participate in strategic architecture planning and design efforts where the Enterprise Data Services environment supports or has infrastructure implications on the architecture vision of the agency's Future Data and Digital Ecosystem (FDDE) outlined within the CalHHS IT and Data Strategic Plan (ITDSP).They will work with CalHHS organizations to understand their data exchange/sharing, and analytical needs and plan and deliver integrated data platforms, products and services that align to the CalHHS Agency mission and vision (strategic capabilities), as identified within the CalHHS Agency IT and Data Strategic Plan. In this role, the Manager will serve as CalHHS Agency Enterprise Data Services Manager accountable to the design, security, operations, and customer engagement of the Enterprise Data Service environment, lead CalHHS Agency Enterprise Data Service business and technical strategies, and work to improve the performance measurements of CalHHS enterprise data service environment(s), solution(s), and product(s).

Working Conditions

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.  The successful candidate must reside in California upon appointment. Department Information

The California Health and Human Services Agency (CalHHS) oversees twelve departments and five offices that provide a range of health care services, social services, mental health services, alcohol and drug services, income assistance, and public health services to Californians from all walks of life. More than 33,000 people work for departments in CHHS at state headquarters in Sacramento, regional offices throughout the state, state institutions and residential facilities serving the mentally ill and people with developmental disabilities.

The California Health and Human Services (CalHHS) Agency Data Hub (or ‘Data Hub’) is a secure, cloud-based platform designed to support data analytics of program data for person-centered insights. Its primary mission is to streamline data-sharing and collaboration, improve research efficiency, and support data-driven decision-making across CalHHS. The Data Hub reduces the time it takes for stakeholders to access the data they need to answer critical questions. It achieves this by reducing the burdens and barriers for finding, requesting, sharing, and using data.

The Data Hub, through its data-sharing infrastructure, provides leadership with the tools to integrate CalHHS data sets and to foster effective, equitable, and consistent data-driven insights that impact policy decision-making. It significantly improves research efficiency by reducing the average data access time from 18 months to a much shorter, more practical duration. Its streamlined processes eliminate major barriers, accelerating research and innovation.

1. Expert experience managing data engineers, data scientists, data architects from both staff and contractors.
2. Expert experience designing and/or managing large complex integrated data solutions.

4. Establishing enterprise service or licensing agreements of software/technology products.
5. Seasoned experience establishing data sharing agreements between control agencies.
6. Experience in seeking out and applying for federal, state, local grants.
7. Experience working closely with enterprise and solution architects.
