Department Information

The mission of the California Department of Social Services (CDSS) is to serve, aid and protect needy and vulnerable children and adults in ways that strengthen and preserve families, encourage personal responsibility and foster independence.  The Fiscal Systems and Accounting Branch (FSAB) functions as a critical part of the larger CDSS team charged with maintaining the Department’s fiscal disbursement system for those programs servicing California’s most vulnerable populations.

The Fund Accounting and Reporting Bureau (FARB) is one of three bureaus within FSAB.  The mission of FARB is to support the mission, programs, employees, beneficiaries and customers of CDSS by maintaining the fiscal integrity of the Department's reporting and automated accounting systems, including the California State Accounting and Reporting System (CALSTARS), the County Expense Claim (CEC) System, as well as implementation of the County Expense Claim Reporting Information System (CECRIS) and Financial Information System for California (FI$Cal).  The Bureau also maintains the financial integrity of the Department through quarterly and annual Federal financial reporting and preparation of the annual State Financial Statements.

Job Description and Duties

The Fiscal Systems and Accounting Branch is recruiting for a highly motivated individual seeking an exciting career in a productive working environment at the Accounting Administrator III (AA III) level.  This position serves as the Chief of the Fund Accounting and Reporting Bureau and as one of two assistant branch chiefs for the Branch.  In this role, the AA III has significant responsibilities for the administration of critical accounting functions for CDSS, including the direct supervision of the existing fiscal and accounting systems, management of CALSTARS for CDSS and the completion of all federally required financial reports.  The AA III also provides planning, direction and accountability to ensure the successful implementation of the County Expense Claim Reporting Information System (CECRIS) and the Financial Information System for California (FI$Cal) projects to meet the financial reporting and business needs of the Bureau as well as interfacing with the other organizations of the Branch.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Successful candidates will possess:

• Knowledge of the CDSS organization, programs and functions, particularly of those of the Administration Division.

• In-depth knowledge of federal cost allocation principles and the annual budget development and revision process.

• Experience in a management role in a large State Governmental accounting operation.

• Experience in planning, organizing, directing and overseeing the work of a large multidisciplinary group of professional and technical staff.

• Integrity, initiative, dependability, good judgment and the ability to work cooperatively with others.

• Knowledge of fiscal systems and procedures, accounting principles and practices.

• Experience with the California State Accounting and Reporting System (CALSTARS) or Financial Information System for California (FI$Cal) or other related automated fiscal systems.

• Strong analytical thinking, complex problem solving and time management skills as well as organizational awareness.

• Excellent verbal and written communication skills.

• Strong knowledge of Microsoft applications (i.e., Excel, Word, Project, SharePoint, Access, Visio, etc.).

• Dependability, flexibility and the ability to work well under pressure.
