Job Description and Duties

This position is located in Sacramento.

Under the administrative direction of the California Health and Human Services Agency (Agency) Secretary, the Director is responsible for providing executive and policy direction for OSI. Oversees the Office of the Agency Information Office (OAIO) which provides leadership and direction to the 14 Chief Information Officers (CIO’s) in the California Health and Human Services Agency (Agency) constituent departments on policy decisions affecting technology functions.

Formulate and implement policies on the procurement, management and delivery of large-scale, high criticality Information Technology (IT) systems that support the delivery of health and human services for disadvantaged and at-risk California residents. Define the strategic direction to accomplish the mission and goals of OSI.

Formulate and implement policies that affect the OSI project portfolio its constituent departments, electronic interface partners, customers, and stakeholders. Provides leadership to the OAIO which oversees the technology functions within the Agency, its constituent departments, offices and authorities and electronic interface partners. Formulate policy relative to agency-wide IT business processes and programs. Coordinate interdepartmental activities on highly critical IT policy issues and advise the Agency Secretary on its impact.

As the senior executive, provide oversight of the IT functions and governance policy development for all departments, offices and authorities within Agency and its electronic interface partners. Provide oversight for all IT projects and to the Agency OAIO in planning enterprise direction and leading the development of IT business and tactical plans.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Demonstrated experience to formulate policy relative to Agency-wide IT business processes and programs
• Demonstrated experience to establish and maintain effective relationships with the Governor’s Office, California Legislature, Department of Finance, Legislative Analyst’s Office, California Technology Agency, Joint Legislative Budget Committee, and other individuals involved in the state legislative and budget process
• Demonstrated experience with project management activities for the design, development, implementation, and maintenance and operation of IT projects consistent with project management principles
• Demonstrated experience collaborating with the State Chief Information Officer regarding IT-related issues with statewide implications
• Demonstrated experience with the planning, development, organization and management of IT resources, and making recommendations where there are interdepartmental or cross-jurisdictional issues
• Demonstrated ability to direct Agency department Chief Information Officers and department directorates to achieve administration IT goals and objectives
• Knowledge of the organization and functions of all programs within the California Health and Human Services Agency and its constituent departments
• Knowledge of political strategies and maneuvers, fiscal expertise, and the general managerial experience necessary to lead an information technology organization
• Ability to plan proactively, react to adversity effectively, and organize, direct and coordinate multiple IT projects while operating under strict project schedules and deadlines
• Ability to advise Agency executive management on a wide range of IT issues, and formulate and execute effective courses of action to solve or mitigate IT challenges

The Director must be thoroughly knowledgeable in all areas under his/her role in order to provide the leadership role called for to contribute to the attainment of the OSI’s Mission and Vision.

These desirable qualifications are expected to be obtained from broad administrative or managerial experience with substantial participation in the formulation, operation, and evaluation of program policies. Experience may have been gained in government settings or private organizations, either paid or unpaid.
