Job Description and Duties

MULTIPLE POSITIONS AVAILABLE

The Criteria Pollutant and Air Toxics Reporting Section is a newly formed section responsible for implementing the reporting requirements for stationary sources outlined in AB 617. This Section is responsible for determining the applicability for annual criteria pollutant and toxic air contaminant emissions data reporting. The Section must develop uniform statewide reporting methods for criteria and toxics emissions to support the CARB Pollution Mapping Tool, the Community State Strategy development and subsequent Community Emission Reduction Programs outlined in AB 617, and federal and state emissions requirements. The Section will work with other CARB divisions, CAPCOA, local air district staff, and outside stakeholders to develop the uniform methodologies and QA/QC the submitted emissions data. Once the uniform methodologies are in place, this Section will be tasked with becoming sector experts for the emissions sources discussed in the reporting regulation. The Section will work closely with the other sections in the Greenhouse Gas and Toxics Emission Inventory Branch and Air Quality Planning Branch to support the development of an integrated database to store the reported data and a web interface to collect the data.

We are looking for enthusiastic, creative engineers to develop a reporting program for the emissions of criteria pollutants and toxic air contaminants from stationary sources. As a part of this team, you will participate in the development of a criteria pollutant and toxic air contaminant reporting regulation, integrating the requirements of AB 617. You will also contribute to the development of an online database tool for reporting and storing emissions data. You will work with staff across multiple sections at CARB and effectively engage with air district staff, affected stakeholders and the public. We are searching for engineering team members that have strong technical experience with stationary emissions sources such as boilers, furnaces, incinerators, chrome plating facilities, etc. You will apply engineering principles to evaluate air testing methods and instrumentation (such as CEMS and source test methods for emissions), contribute to the development of a database for the management of emissions data, and compare existing air district and CARB air toxics and criteria pollutant emissions monitoring and reporting programs. You will evaluate the accuracy and comparability of air emissions quantification approaches at stationary source facilities, and prepare and present this information to internal and external stakeholders. As a member of this team, you will also support the Emissions Inventory Section and other staff responsible for maintaining the CARB Pollution Mapping Tool.
