Job Description and Duties

Under the general direction of the Office Chief, performs transportation civil engineering work of average and greater difficulty. The main purpose of the duties are to be a premier engineering team delivering transportation projects for our project stakeholders and regional partners. In addition to the Department's values, we consider safety, efficiency, cost, quality, sustainability, environmental protection, aesthetics, and community values in all of the products we design. Ensures during the development of projects, the consideration, and when appropriate, the implementation of Smart Mobility and Complete Streets components, towards the Department's Mission to provide a safe, sustainable, integrated, and efficient transportation system to enhance California's economy and livability. Incumbent may be assigned by Supervisor to be a Lead-worker to train, direct, and manage the work of other staff within assigned branch. As incumbent progresses in experience, assignment will increase from average to high difficulty.

Working Conditions

Position located in Stockton, San Joaquin County.

Multiple positions may be filled from this recruitment.

While at their base of operation, employees will work in a climate-controlled, cubicle office environment under natural and artificial lighting. They will be responsible for keeping the branch work area clean and project files organized for easy access; as well as ensuring that the conduct and noise levels of staff do not adversely affect the work of others. Employees will also periodically be required to travel and work outdoors and may be exposed to dirt, noise, uneven surfaces, or temperature extremes. When field work is involved, they are responsible for ensuring that proper safety precautions are communicated and followed by staff.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.


New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

  • Appointment to this position(s) requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers. 

  • Possession of a valid driver’s license is required when operating a state owned or leased vehicle.

A Statement of Qualifications (SOQ) must be submitted along with the State application. The SOQ must not exceed two (2) pages in length. The Statement must respond to experience and skills in order to demonstrate the candidate meets the criteria and qualifications for the position.

 

  1. Demonstrate your experience, knowledge and application of effective supervision and leadership skills. This includes acting in a supervisory/ lead capacity, assigning duties, evaluating employee work performance, employee development, as well as addressing disciplinary issues and evaluation of employee abilities. Discuss your experience leading functional work teams to successfully deliver quality assigned products on time and on schedule in a cooperative environment with effective communication.
  2. Demonstrate your experience and knowledge in transportation engineering, project development procedures, standards, policies and practices. Provide your experience preparing Plans, Specifications and Estimates (PS&E), preparing technical reports (e.g., PIRs, PRs, DSDDs), preparing memorandums and letters, giving presentations to internal or external stakeholders. Provide your public meeting experience, ability to develop networks, build internal and external partnerships, including other District personnel and Headquarters. Provide practices in planning, organizing, and assigning work efforts to others and reviewing the work of a professional design staff.
