Job Description and Duties

Under the general direction of the Chief of the Office of Delivery Improvement & Agreements (ODIA), who is a Supervising Transportation Engineer, the incumbent will reside primarily within the Delivery Improvement and Special Services branches of ODIA. The incumbent has the responsibility to identify and develop solutions to problems that are impacting project delivery. The incumbent will identify and lead team members consisting of content experts, stakeholders and sponsors to study, analyze and ultimately provide implementable solutions to gaps or complications that hinder project delivery. The incumbent will be required to study and understand a wide variety of Caltrans' policies and procedures, especially those in Project Delivery, Finance, Planning and Traffic Operations.

The incumbents official office location will be the Department's HQ office at 1120 N Street,Sacramento CA 95814 in a climate- controlled setting under artificial lighting.


This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs.


New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The incumbent will act as the primary point of contact between Caltrans District Project Managers (PMs), Caltrans Headquarters, and California High Speed Rail Authority (CHSRA) for matters related to Inter-agency Agreements. The incumbent will prepare reports, briefing materials, and recommendations for senior leadership regarding CHSRA project coordination and workload planning. The incumbent will mediate CHSRA and District PMs to resolve disputes over invoices and resolve other Interagency Agreement (IAA) related issues. The incumbent will also oversee and direct the design, development, implementation and maintenance of the Multiphase Architectural and Engineering (A&E) delivery tools, including templates, processes, and guidance to equip the districts with the ability to draft Multiphase A&E contracts and procure consultants who are qualified to design and deliver a variety of roadway projects. The incumbent will routinely collaborate with the Division of Procurement and Contracts (DPAC) to ensure that the Multiphase A&E contracts are consistent with current DPAC process and procedures. The incumbent will also routinely collaborate with the Legal Division to help ensure the templates are maintained and consistent with current laws and regulations. The incumbent will oversee and manage the American Council of Engineering Companies (ACEC) semi-monthly gathering of consultants to engage with representatives from key Caltrans divisions.
