Job Description and Duties

Pending DOF Approval

Under the general direction of the Program and Project Supervisor in the Transportation Energy Forecasting Unit within the Energy Assessments Division (EAD), the incumbent performs at the lead-level and serves as a top subject-matter expert in transportation forecasting, primary and secondary data collection (including surveys), conducting analyses to support energy forecasting, policy making and energy planning which are fundamental to and used in the preparation of California’s energy demand forecast. The incumbent serves as a highly skilled practitioner and innovator conducting research and analysis for the EAD’s responsibility to evaluate and monitor the transportation sector and forecast the impacts of California’s zero-emission vehicle policies. The incumbent conducts complex analysis of economic and transportation data; develops, maintains and provides feedback to staff on multiple transportation sector models; and maintains a higher degree of broad analytical and comprehensive knowledge of transportation modeling which requires highly specialized expertise and a diverse set of skills. The incumbent provides expert consultation in a broad range of technical and functional areas of transportation energy policy development to top Energy Commission administrators; makes policy recommendations affecting program direction; and provides testimony to outside agencies, Energy Commission committees, as well as other interested stakeholders and the public.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date. Regular and consistent attendance is essential to successful performance. Occasional travel may be required based on the needs of the division.

Department Information

The CEC was established by the Legislature in 1974 to address energy challenges facing the state. The CEC operates under the umbrella of the California Natural Resources Agency and shares offices with the agency in a

The California Energy Commission seeks a Research Data Specialist III or Research Data Specialist II in the Energy Assessments Division, Advanced Electrification Analysis Branch, Transportation Energy Forecasting Unit.
