Job Description and Duties

Hybrid Telework Opportunity.

Job Summary:
The Associate Governmental Program Analyst (AGPA) will provide high-level analytical and operational support directly to the Deputy Director of Administrative Services at the Department of Health Care Access and Information (HCAI). This position is responsible for performing complex, confidential, and sensitive assignments in administrative operations, business process analysis, budget coordination, procurement, and interdepartmental communication. The AGPA will collaborate across multiple levels of the organization, driving process improvements and supporting executive decision-making through data-informed recommendations and professional communication. This is a dynamic, fast-paced role requiring independence, initiative, discretion, and attention to detail. This role will work telework 2 days per week and be in-person 3 days per week at our Sacramento Headquarters at 2020 W. El Camino.

Key Responsibilities:
  • Conduct complex administrative and organizational analyses to identify process gaps and develop streamlined, compliant workflows.
  • Independently develop and maintain procedures for administrative services; propose actionable recommendations to leadership.
  • Coordinate directly with program staff, senior management, and external stakeholders to resolve critical issues and ensure seamless communication across divisions.
  • Support the Deputy Director with calendar management, meeting coordination, travel arrangements, and confidential assignments.
  • Lead or support cross-functional initiatives requiring data collection, documentation, and stakeholder engagement.
  • Act as liaison for procurement, accounting, budgeting, and HR-related tasks, including tracking requisitions, processing orders, and scheduling interviews.
  • Compose and edit reports, memos, and correspondence with professionalism and adherence to policy and branding standards.
  • Monitor and manage shared inboxes, office phone lines, and routing of incoming communications.
  • Provide logistical support for executive meetings, including agenda preparation, minute-taking, and follow-up.
Desirable Qualifications:
  • Proven ability to work with high-level executives and handle sensitive or confidential information with discretion.
  • Strong analytical and problem-solving skills; experience in workflow design, gap analysis, and business process improvement.
  • Demonstrated ability to manage multiple competing priorities in a high-pressure environment with minimal supervision.
  • Excellent interpersonal and communication skills (verbal and written), with a talent for fostering collaboration across diverse teams.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Teams), with the ability to quickly learn departmental systems.
  • Knowledge of state administrative policies and procedures, especially in areas such as procurement, travel, and personnel.
  • Experience coordinating meetings and managing complex calendars for executive-level staff.
  • High level of organization, accountability, and attention to detail in handling logistics and documentation.
  • Familiarity with budgeting principles and experience supporting budget development or fiscal tracking processes.
  • Prior experience in a government or public-sector administrative or analytical role is highly desirable.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

 

Telework schedules: The expectation is that all staff will work in office 4 days a week July 1, 2026.
